WHEREAS, it is visibly evident and well documented that
throughout our fifty states, our nation's basic infrastructure
systems such as our highways, water sources, sewers, and public
buildings are in a state of deterioration and in need of replacement
or repair; and
WHEREAS, government has the mandated responsibility for the
general safety and well-being of our people, as such, appropriate
and timely maintenance or replacement of any of our infrastructure
systems that are known to be hazardous is essential to the public
welfare; and
WHEREAS, this worthy intent to improve these public structures
is too large and expensive of a problem for local governments to
handle on its own and requires federal legislation based on the
following guidelines:
1. Development of a national infrastructure policy
to fully involve county governments for the research,
technical assistance and the implementation of the
policy;
2. Make federal resources available to rural as well as
urban areas;
3. Seed money provided for this program should supplement rather
than replace existing federal grants and county matching
funds requirement should be minimized;
4. County governments should be the primary recipients of
these funds predicated upon infrastructure needs,
unemployment and economic conditions;

5. The program should not cause the federal government to
weaken the tax exempt status of municipal bonds in any
aspect of the infrastructure financing legislation;
6. The federal government should maximize consolidation
of infrastructure financing and grant programs to
provide optimum county government flexibility for
resource allocation.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it recommends that federal legislation be enacted to
provide for a survey of our nation's infrastructure needs of each
state, increase appropriations for these projects, implement
effective coordination at all levels of government and set up a
voluntary system of infrastructure banks to help finance these
worthy endeavors.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be
instructed to remit copies of this Resolution to Senator Daniel K.
Inouye, Senator Spark M. Matsunaga, Representative Daniel K. Akaka,
Representative Cec Heftel, William Murphy, President of the National
Association of Counties (NACo) and the Hawaii State Association of
Counties.
