County of Hawaii - State of Hawaii
Resolution
WHEREAS, the counties all over the nation are the principal
providers of a broad range of services and requires the continued
financial assistance from the state and federal governments to carry
on these functions; and
WHEREAS, recent federal court decisions has placed in jeopardy a
source of federal funds namely the Payment-in-Lieu of Taxes (PICT)
monies, which is a program to justly compensate the counties for the
loss of real property tax income due the tax exempt status of
federal lands; and
WHEREAS, while the County of Hawaii is not heavily dependent
upon PICT funds, but as a member of the National Association of
Counties (NACo) and NACo's Western Interstate Region (WIR), we must
assist in this effort inasmuch as some of our mainland counterparts
will be adversely affected; and
WHEREAS, both NACo and WIR have been helpful in our County's
lobbying efforts in Washington regarding the on-going sugar
concerns, the Caribbean Basin Initiative and other important
national issues having impact to the Big Island.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it endorses the position taken by NACo and WIR in their
intent to pursue the court decision to change it in favor and to the
benefit of the member counties as regards to the Payment-in-Lieu of
Taxes program.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be
instructed to remit copies of this Resolution to Senator Daniel K.
Inouye, Senator Spark M. Matsunaga, Representative Daniel K. Akaka,
Representative Cec Heftel, William Murphy, President of the National
Association of Counties (NACo) and the Hawaii State Association of
Counties.
