County of Hawaii - State of Hawaii
Resolution
WHEREAS, the General Revenue Sharing (GRS) has been a vital and
important program for all county governments, as it provides funds
to be expended on local priorities, based upon the discretion of
respective county officials; and
WHEREAS, General Revenue Sharing is amongst all of the federal
grant programs, the most cost efficient as it has a low
administrative overhead, is scheduled to expire on September 30,
1983; and
WHEREAS, the County of Hawaii is expecting $3 million of GRS
funds for its FY 1983-84 operations and such a loss would have major
adverse ramifications to the people of the Big Island.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII, that it urges Hawaii's Congressional delegation to support
the reauthorization of GRS to reflect the following principles:
1. It be renewed for a minimum period of five years,
2. Allocations be increased to meet higher local costs brought
about by inflation,
3 The State share of GRS be restored to the program without a
commensurate reduction in the countys' share, and
4. GRS be considered on its own merit and not be compromised by
the consideration of other proposals, or issues.
