County of Hawaii - State of Hawaii
Resolution
WHEREAS, the Federal Community Development Block Grants (CDBG)
funds are committed to projects determined to meet priorities in
such purviews as economic development, housing, infrastructure
improvements and endeavors towards assisting the low income
population; and
WHEREAS, it is recognized that the CDBG funds has been an
important, appreciated and flexible program that has helped the
Big Island address certain immediate and unanticipated county and
national priorities but has been a limited resource; and
WHEREAS, the CDBG program is due to expire on September 30,
1983, unless reauthorized by the U. S. Congress, giving good cause
for the County to pursue the reauthorization of this needed
financial support in line with the following recommended guidelines:
1. The CDBG program be continued, with its established
priority of allowing local governments increased
flexibility in the use of funds;
2. The National priorities shall not diminish local
priorities and commitments;
3. Additional funding be provided for any new initiative
or responsibilities to be undertaken with CDBG funds
must further the original purpose of the Act, or be funded
under a new title with separate funding.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it urges the Hawaii Congressional Delegation to support
the reauthorization of legislation for the continuation of the
Community Development Block Grant program.
