47HEREAS, on December 22, 1980, Title III of Public Law 96-565,
Sec. 303(c) was enacted by Congress creating a Dlative Hawaiians
Study Commission to study the culture, needs and concerns of
Native Hawaiians; and
G7HEF,F.AS, President Ronald Reagan abolished the Commission,
appointed by his predecessor President Carter, before they had
the opportunity to make the study; and
WHEREAS, with the encouragement of President R_eagan's carmpaign
coordinator, former Representative Kina'u Kamali'i, the President
appointed a nine-member Commission and designated I~?rs. Kamali'i
its Chairperson and the Pxecutive Assistant to Interior Secretary
James Watt its Vice Chairperson; and
WHEREAS, the other members appointed to the Commission from
Hawaii are Maui County P.ttorney H~. Rodger Betts; DTative Hawaiian
educator Winona Beamer; and five mainland panelists; and
G7HEREAS, the Commission published a report of their findings
on September 23, 1982, which stated that while U. S, officials were
involved in the overthrow of (?ueen Liliuokalani, they were acting
on their own and not under the direction of the Federal Government,
hence the United States was not responsible for reparation; and
WHEREAS, Hawaii's panelists vehemently disagreed with the
conclusion of the majority of the Commission and have filed a
minority re~_ort concluding that the United States should compensate
Natives for tie role played in the overthrow of the D?ative Kingdom
in 1893; and
WHEP.FAS, former White House Police Advisor Fd Gray who was not
in favor of reparation, having had close contact with Vice Chairperson
Stephen Shipley, may have had great influence in the majority decision
disallowing reparation to D?ative Hawaiians.
NOW, THEBFFORE, BF_. IT RESOLVED BY THE COUNCIL OF THE COT'NTY OF
HAWAII that it urges the Native Hawaiian Study Commission to reverse
its conclusion and recommends reparation be given the T?ative Hawaiians
for the overthrow of their Native Kingdom.

BE IT. FURTHER RESOLVED that the Clerk of the County of Hawaii
be instructed to remit a copy of this Resolution to
President Ronald Reagan; U.S. Senator Daniel K. Inouye;
U. S. Senator Spark M. Matsunaga; U. S. Representative Daniel Akaka;
U.S. Representative Cecil Heftel; Mrs. Kina'u Kamali'i,
Chairperson of the Native Hawaiians Study Commission; and to
Mr. Stephen Shipley, Vice Chairperson of the Native Hawaiian Study
Commission.
