Resolution
WHEREAS, the Mooheau Bus Terminal is used by many
members of the public utilizing the Hele-On Bus System; and
WHEREAS, there is a need to provide informational and
other services to the public at the Mooheau Bus Terminal; and
WHEREAS, the Hilo Vocational Rehabilitation Center has
expressed a desire to operate a concession stand at the
Mooheau Bus Terminal and to maintain the terminal and
provide information services to the public; and
WHEREAS, the Hilo Vocational Rehabilitation Center is a
qualified private nonprofit organization engaged in the
rehabilitation of handicapped and disabled persons; and
WHEREAS, State law exempts concessions operated by
handicapped persons from normal bidding requirements; and
VIHEREAS, pursuant to Ordinance 819, the Council may
direct the Finance Director to negotiate the granting of
licenses and permits for the use of County lands and
facilities to nonprofit organizations;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
COUNTY OF HAWAII that the Finance Director of the County of
Hawaii negotiate with the Hilo Vocational Rehabilitation
Center for a license to use and maintain the Mooheau Bus
Terminal in the manner stated herein and that the Finance
Director coordinate the terms and conditions of the license
with the Transit Operations Manager.
