BUREAU OF BUILDING CONSTRUCTION AND INSPECTION. DEPARTMENT OF PUBLIC WORKS. 1. Reallocate one position of Senior Building Inspector SR-21 to Supervising Building Inspector SR-23. Give reas . basis for increased workloads, e Newly authorized programs, The Sr. Building Inspector is utilized to check plans for building permit issuance at the present time to relieve the Code Enforcement Coordinator of some of the overload, due to additional code requirements added to the Building Code and other codes pertaining to building construction. This assignment of new duties will be similar to the action taken on Maui and Kauai counties' building departments. 2. If reallocation, list only new duties. (Example: 1. Takes dictation 40%; 2. Keeps office accounts 30%, etc.): Reviews plans and specifications on code compliance and recommends approval or disapproval for permit issuance and if necessary, confers with contractor and architects in relation~to the plans and specifications. 3, Give reasons why new duties at higher level are needed and cannot be assigned to classes at higher level or roddctavt omeasurements such as short term contracts, etc. (Use p Y where possible.): Plan checking for building permit issuance requires more structural knowledge and the ability to interpret more compicated matters of the Code. As mentioned above, the added Building Code requirements and other codes pertaining to building construction, the additional duties must be assigned to the Sr. Building Inspector. _.~ ~ ; : o 0 4. New class specification CIVIL SERVICE NOTE: The position has been assigned responsibility for the building construction inspectional program for the County of Hawaii which warrants reallocation to the class of Supervising Building Inspector SR-23. SENIOR BUILDING INSPECTOR Duties Summary: ,' Supervises and participates in inspecting the 'construction, alter- ation, or maintenance o£ buildings and related structures to assure compliance with building and zoning codes, pertinent ordinances, and adherence to approved plans and specifications; and performs other related duties as required. Distinguishing Characteristics: This class differs from the Building Inspector in that the Senior Building Inspector is responsible for the conduct of building inspections in the County, and supervises and participates in the performance of building inspections; whereas the Building Inspector inspects the construction, alter- ation or repair of a variety of buildings and structures for compliance with building and. zoning codes and related ordinances and for adherence to plans and specifications. Illustrative Examples of Work: Lays out, assigns, instructs and coordinates the work of subordinates engaged in building inspection activities; reviews daily reports of subordinates for completeness of area covered, number o£ inspections conducted, feasibility, and consistency with codes and other requirements; interprets, makes decisions and resolves problems in cases of disputes, conflicts and/or disagreements between subordinate inspectors and contractors; orientates subordinates of new methods and techniques for maximum production, efficiency and performance of work; inspects residential, commercial and industrial buildings for compliance with the building code; conducts field inspections with subordinate inspectors when problems of complicated nature arises; issues stop work orders when necessary; may recommend and draft revisions to the building codes. Minimum Qualification Requirements: Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and 5 years of experi- ence in inspecting or supervising building construction work, 3 of which shall have been in building code enforcement work. Knowledge of: the building and zoning codes and ordinances of the County of Hawaii; standard practices, methods, materials and tools used in building construction, including empirical formulae of structural stability and safety; proper inspectional methods and techniques; accepted safety standards; legal procedures involved in enforcing buildings and zoning codes and related ordinances; principles and practices of supervision. Ability to: plan, assign, supervise and review the work of subordinates; inspect construction, alteration and maintenance of buildings and structures and. render decisions in conformity with pertinent codes and ordinances; recognize hazardous situations and other defects and determine means of correction; read 0 0 ~~ ~- SENIOR BUILDING INSPECTOR -2- and interpret plans and specifications, building and zoning codes and ordi- nances and apply them to specific cases; deal tactfully with building ; contractors, property owners, workmen and the general public; maintain records and prepare reports; give oral and written instructions. Distinguishing Characteristics: This class differs from that of Senior Building Inspector in that the Supervising Building Inspector supervises and is responsible for the building construction inspection program for the County of Hawaii; whereas the Senior Building Inspector supervises and participates in inspecting the construction, alteration or repair of buildings and related structures to assure compliance with building and zoning codes, pertinent ordinances and adherence to approved plans and specifications. ,Illustrative Examples of Work: Plans, assigns and reviews the work of subordinate building inspectors engaged in the inspection of construction, alteration or repair of buildings, related structures and signs for compliance with building code, sign ordinance, and other pertinent codes, ordinances and regulations; reviews and approves more complex building and sign plans and specifications; coordinates work with other inspectional sections; renders decisions in cases where disputes arise between inspectors and contractors or the public; makes field inspections where difficult problems arise; confers with contractors and architects in relation to plans and specifications; prepares recommendations for revisions of the Building Code; may review plans and specifications for public building improvement projects prepared by architects and engineers under contract and recommends approval, disapproval and/or changes to superiors; has responsibility for the preparation of reports and maintenance of records of inspections made and scheduled and related reports and records; investigates violations and consults with superiors for legal action when necessary. Minimum Qualification Requirements: Training and Experience: A combination of education and experience substantially equivalent to graduation from high school and 6 years of eicperience in inspecting or supervising building construction work, 4 of which shall have been in building code enforcement work.
