YdHEREA5, recent major crisis situations have occurred on the
Big Island including such problems as the ongoing islandwide
drought, high seas activity in Kona, several extensive runaway
brush fires and the damaging volcanic eruption; and
WHEREAS, these property and life threatening circumstances had
on several occasions required the forced evacuation of animals and
people; and
WHEREAS, the ramifications of such sudden emergency
evacuations demands precise decisions regarding logistical,
manpower, equipment and safety concerns, along with the sensitive
and emotional issue of displacing people from their homes; and
WHEREAS, inspite of these difficulties plus the fact that
these crises were happening simultaneously, it was remarkably
fortunate that no major. injury or loss of human life occurred, an
accomplishment which can be credited to the efforts of the
firemen, policemen, Federal Park Rangers, and volunteers who
responded over and beyond their call to duty; and
WHEREAS, Marry Kim, the Bic} Island Civil Defense
Administrator, is acknowledged to be the person responsible for
the coordination of all the available resources into an effective,
cooperative, multi-faceted mission necessary for the successful
resolve ar abatement of the crises.
NOW, THEREFORE, 8E I7 RESOLVED 6Y THE COUNCIL OF THE COUNTY OF
HAWAII that in. recognition and appreciation of the difficult
property and lifesaving missions which were successfully ar,d
effectively executed, commends all the people who ware involved,
especially the decisive and experienced leadership that Harry Kim
dedicated to that effort.
fsE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
be instructed to remit true copies of this Resolution to
Harry Kim, Administrator of the big Island Civil Defense;
brig. General Arthur U. Tshimota, Adjutant General and Director of
Civil Defense; and Mayor Herbert T. Matayoshi, County of Hawaii.
