WHEREAS, the Hawaii Public Broadca~.ng Authority (HPBA)
has been offering excellent television viewing throughout the
State, except in a few isolated areas in the Ka'u District
where the reception is generally poor because repairs are only
done during the failure of a translator; and
WHEREAS, in order to provide quality reception throughout
the State, the management of HPBA is seeking matching capital
funds from the Legislature to purchase new transmittors for
Oahu and Maui, with additional funds to be included in the
present budget, enabling the implementation of preventive mainte-
nance instead of failure repair; and
WHEREAS, the contributions received by the HPBA from
individuals (an average of $30 per person) are expended for
program purchases.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it extends wholehearted support to improving the
television reception contemplated by the Hawaii Public Broadcasting
Authority and in obtaining necessary matching capital funds and
operating funds earmarked for preventive maintenance for the
transmitters, thus enabling fringe areas similar to the Ka'u District
to enjoy excellent television programming now offered by the HPBA.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
be instructed to remit a copy of this resolution to the Honorable
Governor George R. Ariyoshi; Senate President Richard Wong; Speaker
of the House Henry H. Peters; Representative Andy Levin and to
Dr. James Young of the Hawaii Public Broadcasting Authority.
