WHEREAS, the original intent of the Hawaiian Homes Act was to
rehabilitate Hawaiians by encouraging them to return to the land
and make it productive for their own benefit; and
WHEREAS, that portion of Hawaiian Homes land known as
Kamaoa-Puueo which encompasses approximately 11,000 acres in the
South Point area of the Big Island which is now leased in
revocable permits to some lessees who are other than Hawaiian
Homes recipients; and
WHEREAS, applications from Big Island residents eligible for
Hawaiian Homes lands have increased in the past two years from
fifteen to twenty-five per month with no indication of slackening;
and
WHEREAS, the Kamaoa-Puueo parcel of Hawaiian Homes holdings is
zoned intensive agricultural and suitable for development which
would seem to warrant the Hawaiian Homes Commission's development
of water sources; and
WHEREAS, this parcel is one of the rare situations where
homestead lands run from the uplands to the sea and ideal for
implementation of the "kuleana" concept of cultivating in diverse
settings; and
WHEREAS, farming and fishing have been an integral part of the
Hawaiian lifestyle in which the kuleana was the source land from
which came the necessities of life.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it encourages the Hawaiian Homes' Commission to develop
the Kamaoa-Puueo parcel of their holdings to the fullest so that

preferably from the Ka'u District-of the Big Island.

BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
be instructed to forward copies of this Resolution to Georgiana K.
Padeken, Chairman, and members of the Hawaiian Homes Commission
and Anna Cariaga, President of the Ka'u Hawaiian Civic Club.
