RESOLUTION NO. ~~'~ 09
A RESOLUTION REGARDUVG PUBLIC ACCESS AND MANAGEMENT.
WHEREAS, public lands on the Big Island are generally managed from an
environmental and physical perspective; and
WHEREAS, this approach does not allow for many of our cultural activities to be
practiced on these public lands; and
WHEREAS, traditionally ancient cultural practices and environmental and physical
stewardship were synonymous; and
WHEREAS, environmental and physical decisions relating to land management based
only upon modern science often neglect this ancient tie; and
WHEREAS, modern methodology all too often either ignores or is unaware of the
personal sensitivity developed by practitioners of cultural practice; and
WHEREAS, the disconnection of cultural practitioners will eventually destroy the vital
tie between culture and nature; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF AAWAi`i to
encourage greater dialogue between the U.S. Fish and Wildlife Service, the State of Hawaii, and
the County of Hawaii to establish an open program or format for the management of public
lands.
BE IT FINALLY RESOLVED that the County Clerk shall forward copies of this
resolution to the Honorable Mayor William Kenoi, Governor Linda Lingle, the Department of
the Interior, and the U.S. Fish and Wildlife Service.
