AN ORDINANCE AMENDING ORDINANCE NO. 99-41 OF THE COUNTY OF HAWAII
ADOPTED ON APRIL, 12, 1999, RELATING TO THE ISSUANCE OF GENERAL
OBLIGATION BONDS FOR THE PURPOSE OF FINANCING VARIOUS PUBLIC
IMPROVEMENTS FOR THE COUNTY OF HAWAII.
SECTION 1. Purpose. Ordinance No. 99-41 authorized the County of Hawaii to
issue and sell general obligation bonds in the amount of $30,000,000, pwsuant to
Chapter 47 of the Hawaii Revised Statutes, as amended. Section 14 of the ordinance
consisted of a list of those public improvement projects which are to be funded by the
proceeds of the sale. HRS §47-5 provides that by an affirmative vote oftwo-thirds of its
members, the County Council may apply proceeds to such other public improvement
projects as it deems appropriate. The purpose of this bill is to add to Section 14 the
following projects: A) Pusinako Extension, at an estimated cost of $3,000,000;
B) Microwave Relocation & System Renovation, at an estimated cost of $8,000,000;
C) Upper Waiakea Stream Flood Control Improvements, at an estimated cost of $900,000;
D) Edith Kanakaole Tennis Stadium Improvements, at an estimated cost of $1,000,000;
and E) Paniolo Drive Sidewalk Improvements, at an estimated cost of $200,000.
Furthermore, in Section 14 the project identified as ADA Compliance in the amount
of $4,000,000 is redirected as follows: A) The Department of Parks and Recreation
- ADA Compliance, at an estimated cost of $2,000,000; and B) The Department of
Public Works - ADA Compliance, at an estimated cost of $2,000,000.
SECTION 2. Section 14 of Ordinance 99-41 of the County of Hawaii is amended
as follows:
SECTION 14. Authorization of Proceeds for Public Improvements. The
proceeds from the issuance and sale of General Obligation Bonds of the County of
Hawaii in the principal amount of $30,000,000 shall be used for the sole purpose
of financing those public improvements authorized and set forth in this section and
appropriated, or reappropriated, to the following departments for that purpose:

result of a reapproriation, such renumbering shall have no effect on the inclusion of the
