SUBJECT: MA IJUANA RADICATION MISSION FOR THE MONTH OF
JUNE, 2009
The Hawaii Police Department conducted marijuana eradication missions on June
29, 2009, in East Hawaii and June 30, 2009, in West Hawaii.
As required by Resolution No. 46-01, reports indicating the number of plants
eradicated and the number of complaints received from the public, the type of
complaint and the complaint disposition are attached.

Complaint:
Caller related that he has Hepatitis and is currently on medication trying to get some rest. He stated
that the helicopters have been in the area for the last two hours.

Rappel operations being conducted for large patch of marijuana in forest area.

Explanation was given to Mr. Abraham who was advised that marijuana was located in that area and
that the helicopter was being utilized by HPD. He stated that he appreciated the call back and did not
wish to "interfere" with Police business. He further stated that he was more interested in what was
happening at th me a was not aware of the marijuana being grown in the area.

Complaint:
Caller complained that a helicopter flew over his residence in Hawaiian Acres. He stated that he came
to Hawaii "to die" and is aggravated by "Green Harvest". He has been documenting the helicopters for
seven years and even created a web site about it. He stated that the helicopter passed by his
residence at about 700 feet. He stated that he has medical marijuana but that it was not bothered
with. He does not trust "cops".

Complaint:
Caller stated that a helicopter was flying too low and spooking her animals off of Ihope Road. She
described the helicopter as being about 1000 feet away and approximately 500 feet in the air. She
was not able to say if the helicopter was above a residence but above an open field. She then related
that she does not live there but has been taking video of the helicopter and she works with Roger
CHRISTIE and helped to pass the "lowest priority" ordinance.

Complaint:
Caller lives off of highway on 8 acre parcels. Stated that the helicopters are going back and forth at
high speeds and circling near her house. She understands that there is most likely marijuana in the
area but was wondering if the helicopter could just "hover" instead of circling in the air. She also stated
observing another helicopter that is a lot higher than the one circling.

Comments:
It was explained that the helicopters were there to provide guidance to ground personnel and cover for
officer's safety due to the ruralness of the area and proximity of a residence where three people were
observed to be at. It was also explained that one of the more difficult maneuvers for a helicopter pilot
is to hover and that wide circles provides better coverage to identify any potential dangers.

Reporting party called to inquire of the helicopter flying over and police personnel at her daughter's
residence across the street from her. Reported that the house is being rented out and wanted to notify
the police of the noise disturbing her horses.

proximity of residences.

Complaint:
Reported two helicopters flying low over her property on the makai side of highway near the 1926 lava
flow. Got excited and while running to her residence, fell and scraped herself. Reported that she has
high blood pressure and had to take medication to calm herself before calling.

Was obviously upset on the phone and would constantly interupt me while making the effort to explain
to the caller of our reason for being in the area. The helicopter was there to provide guidance to the
ground team and cover for officer's safety due to the ruralness of the area and close proximity of a
residence where three people were observed to be at.

Complaint:
Reported two helicopters flying 400'-500' feet above his home that is among 5 others residences on
the same road. Wanted to inform police that he grows organic fruits and vegetables.

Caller was recontacted after officers left the area.
Comments:
Caller inquired of the helicopter being in the area and was informed that marijuana plants were being
pulled up from Road A. It was also explained to him that the helicopters were providing guidance to
the ground team which had difficulty finding the cultivation site due to heavy brush. Once the ground
team was able to locate the grow site, the helicopter left the area.
