Re: Resolution Creating Position
The Department of Parks and Recreation is in need of a Park Projects Manager position
to oversee the construction management of their Kona projects. Currently, there are
approximately 200 ongoing park projects on this island, not including the many projects in
the initial planning stage. The number of projects will soon increase due to current review
of all Parks' facilities for ADA and new hazardous materials assessments. The creation of
a Park Projects Manager, SR-24, position, will enable the department to move forward
and oversee their own construction phases of their projects.
Enclosed is a resolution that creates a Park Projects Manager position for the Department
of Parks and Recreation.

We are requesting for a full-time Park Projects Manager position for Kona.
B: BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS

The new position is necessitated by the additional duties that are now being required
of the Parks and Recreation Planning staff. We have been delegated the duties of
construction management for all of our projects. The position will be located in Kona.
There are approximately 200 ongoing projects not including the many projects in initial
planning stage. As our facilities age the need for project/construction management
increases. We have also determined that there will be another large increase in
construction/planning projects based on the current review of all of our Parks' facilities
for hazardous materials.

COMMENTS:
The Mayor has approved a Park Projects Manager position for Kona to help with oversight of the
many construction projects we currently have and anticipate having in the future. Additionally,
through the hazardous materials survey of all Parks and Recreation buildings (over 200) that is currently
taking place, we anticipate a large increase in the number of projects throughout the island.

1. Give reasons how new duties arose (statutes enacted, ordinances, newly
authorized programs, basis for increased workloads, etc.):
The new duties arose when we were delegated the duties of construction
management for all of our projects by the Department of Public Works. Because of
the ADA requirements and the hazardous materials being found in our buildings, we
will be required to determine how to maintain our buildings and how to address
many of the issues that have been found as well as concerns that arise in the future.
2. Can new duties be assigned to existing positions or handled in other way such as
short term contracts, etc.
No, our current and future workload has increased with the ADA and new hazardous
materials assessment we are currently going through. Although we are currently
using short term contracts - the workload will justifies the need for another
permanent position.
3. How will new position increase the efficiency/effectiveness of operations? (Use
productivity measurements where possible.):
Our projects can move forward and with the new Park Projects Manager position we
will be able to oversee the construction phases of our projects, which were
previously managed by Public Works. When the position is filled it will enable us to
decrease or end the usage of contracted construction managers.

There are no alternatives to be considered. Only qualified project managers can do
this work.

The position is allocated in the current budget.

3. DUTIES OF THE POSITION

Under the general supervision of the Park Planner, Park Projects Manager, implements Park Site and recreational facility Show
development and improvement projects. Manages projects from planning inception through physical completion and %
occupancy. of time.
1. Reviews design drawings, details, specifications, cost estimates, related reports and studies, etc. with design consultants,
contractors, departmental representatives and representatives from other government or private agencies to ensure that all 60%
requirements and compliance regulations are met and all necessary approvals secured; recommends approval to Park
Planner. Collaborates with design consultants (i.e., architects, engineers, planners, surveyors, hazardous material assessors,
etc.) on project work scope, design, intent, and adherence to schedules. (1,2,3,4)
2. Investigates complaints relating to park facilities; resolves problems or prepares recommendation on resolution. Researches,
complies data and prepares technical an operational reports. Prepares and/or reviews correspondence, reports, material take-
offs, cost estimates and other technical data required to manage design and construction projects; creates and maintains 15%
project schedules, progress tracking information, and project files. (1,2)
3. Assists Department of Public Works and other departments in observing contractors; reviews submittals; requests for
information, schedules, cost proposals, etc.; observes the work of contractors during construction to ensure compliance with
project specification and plans for grounds and facilities. Reviews project field changes and change orders for reasonableness
and assists in drafting and processing change orders, post contract documents and other contractual documents. (1,2,3) 10%
4. Collaborates with departmental staff, community members, volunteer groups; and governmental agencies to plan and
