Dear Commission Members,
On Bill 103, use of tent for temporary housing during construction, I ask that) you strongly consider safety and health aspects before giving this bill a
positive
recommendation. As it stands, the bill is not ready to go forward.
Used as a residence, tents or cloth structures introduce fire concerns, particularly
during cooking and lighting in the early mornings and evenings.
The bill should mandate an electric drop meter and line. For sanitation, the question is
what will be used for waste water containment? The Bill must contain a provision for a
site inspection by fire and sanitation workers.
At the very least, there must be an absolute time limit on its use; 2 years is excessive.
It should only be used by adults actively engaged in the construction activity; no
children under the age of 18 should be allowed to occupy this structure as a residence.
Care must be taken so that this provision is not used by developers or for commercial
applications but only single-family residence permits. Finally, there must be specific
penalties set for abuse.
Violations should be defined as a felony and include fines, and jail time. The County
police shall be given enforcement authority including removal of the tent from the
property and appropriate agency site inspections have the authority to shut down the
residence.
Think it through; do not put people in harm's way by favoring this Bill without adequate
protection and enforcement provisions.
