Re: Amendment to the Hawaii County Code
Enclosed is a bill for an ordinance amending Chapter 24, Article 7, Division 8 of the
Hawaii County Code 1983 (2005 Edition, as amended) relating to Mopeds. With the
diversity of new "moped" products, certain two-wheeled vehicles are being sold and
bought as Mopeds, but they fit the technical specifications of Motorcycles and must be
registered as such.
The purpose of this measure is to clarify that prior to registering a Moped as a
Moped/Bicycle, the owner must present their Safety Check Inspection documentation to
the Motor Vehicle Registration staff. The Safety Check Stations are trained to discern if a
two wheeled vehicle presented for inspection meets the Moped or Motorcycle category
and will code the Safety Check Inspection sheet to identify as such. This will ensure that
vehicles which meet motorcycle standards will not be incorrectly registered as Mopeds.

A. REQUEST:
We are requesting to amend the Hawaii County Code regarding Moped Registrations and Safety Checks.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
During the past year, an issue had been identified where some two wheeled vehicles are being sold and
bought as Mopeds and they do not fit into the specifications of Moped, but fit the specifications of
Motorcycle.
The amendment to the County Code makes it clearer that prior to registering a Moped as a Moped/Bicycle
the owner would have to present their Safety Check Inspection documentation to the Motor Vehicle
