SUBJECT: HALEKI`I STREET EXTENSION
EXTENDING SUNSET DATE
We request the Council's approval to amend Ordinance No. 08-64 by extending the
sunset date for closure of the Haleki`i Street extension. The attached bill for an ordinance
extends the sunset date from six months to one year.
Unless amended, public use of the Haleki`i Street Extension will end on September 4,
2009. Our assessment has shown that opening the Haleki`i Street Extension to the general public
for one-way southbound travel has provided the intended benefit by significantly easing traffic
congestion at peak hours. The Department of Public Works believes that an additional six
months is warranted, and will provide relief to area motorists until a permanent solution is
implemented.
We request that this matter be waived from committee, as enactment prior to September
4, 2009, is crucial.

RE: Bill No. 118 Ordinance No. 08-64, regarding Haleki`i Street
Extension Extending the Sunset Date.
Dear Members of the Hawaii County Council:
Due to the recent proposal by the Members of the Hawaii County Council, in accordance
with the recommendation of Corporation Counsel, to revert to the Council and
Committee leadership as they stood prior to the enactment of Resolutions 200-09 and
201-09, there is some ambiguity as to who currently sit as the appropriate committee
chairs.
Therefore, due to the time sensitivity of the above-referenced item and as the Chair of the
Hawaii County Council, Bill No. 118 is being referred directly to the Council
to be placed on the August 5, 2009 agenda. This referral is made pursuant to Rule 4(2)(f)
of the Rules of Procedure and Organization of the Council of the County of Hawaii.
