my district is served by Vice Chair Pete Hoffman,

I have found Mr. Hoffman's work as vice-chair to be noble, he is driven V professional
and has accomplished much as Vice-chair of the council. I see no reason to insert a
different vice-chair at this time. Mr. Hoffman has been reachable by the public, and
diligent in his duties. He should remain in his position until such time as the public sees
fit to remove him.
While I know that the council cannot answer any questions during my testimony, I would
request that the council and specifically thWiesolution's sponsors and backers provide a
detailed and articulate explanation of why they feel such a resolution is in order. Having
read the resolution, I find the resolution provides no justification or explanation as to
why?" In my understanding of the rights of the council to draft such resolutions, I must
say that to attempt to exercise the ability to do so soley because the right exists is
counterthe proverbial statement " If it ain't broke, don't fix it."

With regard to Bills 201 and 202, one need not look to closely at the redistribution of
committee chairs and vice chairs to find the same 4 people sitting in chairmanship or
vice chairmanship of all five committees of planning, public works, finance, public
safety/parks and Rec, and Env. Management/ energy sustainability. As a tax paying
voter, an a lifelong resident of the county of Hawaii I feel I have a say in such matters,
and frankly I would like to see a bit more diversity among the positions of chairmanship
and vice chairmanship for these committees, I would prefer, that the cammidectEi- iEL
_ -that the council find
a way to make the distribution representative of the 9 council members.

these resolutions appear to be an attempt to
consolidate power, and I for one, am a strong. believer in the democratic process and
diversity and balance. I like knowing that the federal and state govts. are balanced by
legislative, judicial and executive branches, and I would like to see as much semblance
of balance on the county level by ensuring diversified county council chairmanships and
vice chairmanships.
