AN ORDINANCE AMENDING CHAPTER 24 OF THE HAWAII COUNTY CODE
1983 (1995 EDITION), RELATING TO VEHICLES AND TRAFFIC, AUTHORIZING
THE ESTABLISHMENT OF A VOLUNTEER DISABLED PARKING PROGRAM.
SECTION 1. The purpose of this ordinance is to establish a volunteer disabled
parking enforcement program within the Hawaii County Police Department to assist in
the enforcement of county and state disabled parking laws on public and private property.
SECTION 2. Chapter 24 of the Hawaii County Code 1983 (1995 Edition) is
amended by adding a new section, to be appropriately numbered and to read as follows:
Sec. 24 - .Volunteer disabled parking enforcement program.
~ For purposes of this section. "chief of police" means the chief of the County
of Hawaii police department or the authorized designee thereof.
There is established within the County of Hawaii police department and
under the supervision of the chief of police, a program to utilize volunteers
to assist in the enforcement of county and state disabled parkin 1~ aws•
u The chief of~olice is authorized to commission volunteers as special
disabled parking enforcement officers to issue citations on public and
private property to persons violatin cg ounty and state disabledparkin lg aws•
The chief of police shall:
Establish minimum qualifications for persons wishing to volunteer
their services to become special disabled parking enforcement
officers and application procedures for volunteers:
L2,2 Provide a required training~rogram for volunteers which shall
include. but not be limited to:
l1 Knowledge of county and state disabled parkin lg aws:
ii Identifying violators and issuing citations:
iii Use of communication and other necessar~q>~ment:
iv Procedures to follow in the event of confrontations with
suspected violators: and
~v,2 Providing testimony in court to enforce citations:
u Grant commissions to volunteers who have successfully completed
the training_program, and who are qualified as determined by the
chief of police, to become special disabled parking officers: and
Provide for supervision and monitoring of the special disabled
parking enforcement officers while such officers are on duty.
f~ Each special disabled parking enforcement officers shall a ree to:
Volunteer a minimum number of hours per week, as determined by
the chief of police: and

~f Each special disabled parking enforcement officer who is assigned duties
under this proeram shall receive:
Mileage reimbursement at the current county rate to travel to and
from the officer's place of assi ng ment; and
All other benefits for which volunteers qualify under the laws of the
County of Hawaii.
~ The chief of police may refuse to commission or may revoke the
commission of any volunteer whose qualifications or performance is found
to be unacceptable to the chief.

The chief of police shall adopt rules to implement this pro rg am•„
SECTION 3. New material is underscored. In printing this ordinance, the
underscoring need not be included.
SECTION 4. If any provision of this ordinance, or the application thereof to any
person or circumstance, is held invalid, such invalidity shall not affect other provisions or
applications of the ordinance which can be given effect without the invalid provision or
application, and to this end, the provisions of this ordinance are said to be severable.
SECTION 5. This ordinance shall take effect upon its approval.
