HomeMy WebLinkAboutBIL 277 Draft 01 1998-2000 COUNTY OF HAWAII STATE OF HAWAII BILL NO. 277 ORDINANCE NO._ AN ORDINANCE AMENDING CHAPTER 24 OF THE HAWAII COUNTY CODE 1983 (1995 EDITION) RELATING TO VEHICLES AND TRAFFIC. BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII: SECTION I. Purpose. The intent of this bill is to eliminate all pazking meter zones in Downtown Hilo, except for the areas around the federal building (post office) and the county building. In lieu of parking meter zones, time limit parking zones will be established and noticed by posted signs. SECTION 2. Chapter 24, article 10, division section 24-290, schedule 38 (One hour parking meter zones), of the Hawai `i County Code 1983 (1995 edition), is amended to read as follows: "Section 24-290. Schedule 38. One hour parking meter zones. One hour parking meter zones are established upon those streets or portions of streets described in this schedule, upon which the parking of vehicles shall be regulated by parking meters at the rate often cents per hour or a flat rate for up to one hour pursuant to section 24-216.01: (a) Hamakua (b) North Hilo (c) South Hilo I . [(1) Keawe Street, from Haili Street to Mamo Street.] (d) Ka'u (e) Kohala (f) Kona (g) Puna" SECTION 3. Chapter 24, article ] 0, division 5, section 24-283, schedule 31 (One hour parking areas), subsection (c) South Hilo, of the Hawaii County Code 1983 (1995 edition), is amended by adding the following to be appropriately numbered and to read as follows: Keawe Street, from Haili Street to Mamo Street." SECTION 4. Chapter 24, article 10, division 7, section 24-291, schedule 39 (2 hour parking meter zones), of the Hawaii County Code 1983 (1995 edition), is amended to read as follows: "Section 24-291. Schedule 39. 2 hour parking meter zones. Two hour parking meter zones are established upon those streets or portions of streets described in this schedule upon which the parking of vehicles shall be regulated by parking meters at the rate often cents per hour or a flat rate for up to two hours pursuant to section 24-216.01: (a) Hamakua (b) North Hilo (c) South Hilo The old County Building parking lot located at the northeast corner of the Waianuenue Avenue and Keawe Street intersection. (2) The County parking lot (Kamehameha Parking Lot) along the mauka side of Kamehameha Avenue between Kalakaua Street and Mamo Street. (3) Furneaux Lane, from Kilauea Avenue to Kamehameha Avenue. (4) Haili Street between Kamehameha Avenue and Kinoole Street. 2 (5) Kalakaua Street. (6) Kamehameha Avenue, from Shipman Street to Waianuenue Avenue. (7) Kamehameha Avenue, from Waianuenue Avenue to Ponahawai Street, except for active loading and unloading zone access mauka side from Mamo Street to a point sixty feet in the Hamakua direction, on Wednesdays and Saturdays, as set forth in section 24-288.01, schedule 36.01, active loading and unloading zones. (8) Keawe Street, from Wailuku Drive to Haili Street. (9) Kilauea Avenue, from Haili Street to Kukuau Street. (10) Kinoole Street, makai side, from Kalakaua Street to a point two hundred seventy-nine feet southeast of Mamo Street; mauka side, from Waianuenue Avenue to Haili Street. (11) Kinoole Street, makai side, the first ten stalls south of Ponahawai Street. (12) Kinoole Street, mauka side, between Haili Street and Mamo Street, five marked stalls in front of Farmers' Exchange. (13) Kinoole Street, mauka side, the first six stalls south of Ponahawai Street and Central Fire Station. (14) Kinoole Street, mauka side, from Waianuenue Avenue to Wailuku Drive. (15) Mamo Street, except for actin a loading and unloading zone access on Wednesdays and Saturdays, as set Forth in section 24-288.01, schedule 36.01, active loading and unloading zones. (16) Mohouli Street, Puna side, the last three metered parking stalls approaching Kilauea Avenue. (17) Ponahawai Street, Hamakua side, from Kamehameha Avenue to Kinoole Street; Puna side, from Kilauea Avenue to Kinoole Street. (18) Punahoa Street. (19) Shipman Street. Chapter 24, article 1 Q division 7, section 24-292, schedule 40 (8 hour parking meter zones), of the Hawaii County Code 1983 (1995 edifron), is amended to read as follows: "Section 24-292. Schedule 40. S hour parking meter zones. The following areas are designated as maximum eight hour parking at the rate of five cents per hour or a flat rate for up to eight hours pursuant to section 24-216.01: (a) Hamakua (b) North Hilo (c) South Hilo [(1) The County parking lot (Bayfront Parking Lot) along the makai side of Kamehameha Avenue between Kalakaua Street and Mamo Street. (2) Haili Street, Puna side, from Kinoole Street, to Ululani Street. (3) Hilo Armory pazking lots, mauka and makai. (4) Kinoole Street, mauka side, from Haili Street to Ponahawai Street, except those five metered stalls in front of Farmers' Exchange. (5) Kinoole Street, makai side, from a point two hundred sixty-nine feet southeast of Mamo Street to Ponahawa~ Street. (6) Nawahi Lane. Chapter 24, article ] 0, division 5, of the Hawaii County Code 1983 (1995 edition), is amended by adding a new section and schedule to be designated and to read as follows: "Section 24-284.1. Schedule 32.1. 8 hour parking areas. When signs aze erected giving notice thereof, vehicle parking on the followinP streets and portions of streets is limited to eight hours: (a) Hamakua (b) North Hilo (c) South Hilo The County pazking lot (Ba front Pazking Lot) along the makai side of Kamehameha Avenue between Kalakaua Street and Mamo Street. Haili Street Puna side from Kinoole Street, to Ululani Street. (3) Hilo Armory pazking lots mauka and makai. (4) Kinoole Street mauka side from Haili Street to Ponahawai Street except those five marked stalls in front of Farmers' Exchange. (5) Kinoole Street, makai side, from a point two hundred sixty-nine feet southeast of Mamo Street to Ponahawai Street. (6) Nawahi Lane. Material to be repealed is bracketed. New material is underscored. In printing this ordinance, the brackets, bracketed material and underscoring need not be included. SECTION 9. If any provision of this ordinance, or the application thereof to any person or circumstance, is held invalid, such invalidity shall not affect other provisions or applications of the ordinance which can be given effect without the invalid provision or application, and to this end, the provisions of this ordinance are declared to be severable. SECTION 10. This ordinance shall take effect upon its approval.
