Comm. 814: ORDINANCE AMENDING CHAPTER 21 OF THE HAWAII COUNTY
(Bill 228) CODE 1983 (1995 EDITION), AS AMENDED, RELATING TO
SEWERS (AMENDING SECTION 21-5. CONNECTION TO SEWER
REQUIRED.; SECTION 21-28. PAYMENT' OF COST'S;
CONSTRUCTION BY THE APPLICANT OR BY THE COUNTY.
AND DELETING SECTION 21-. APPROVAL OF EXTENSIONS OF
THE PUBLIC SEWER SYSTEM.)
From Chief Engineer Donna Fay K. Kiyosaki, dated April 21, 1998,
transmitting a bill to delete the provision that allows exceptions to
connection requirements for lots accessible to a sewer which was paid for
by a private developer, and limits the reimbursement to private developers
of sewer extensions to one half of the cost of installation and eliminates
the requirement that all sewer extensions be approved by resolution of the
County Council. The purpose for amending the Code is to bring our
County Code into closer compliance with State regulations and to
streamline the sewer extension process.

Comm. 841: TRAFFIC CODE AMENDMENT- WAIANUENUE AVENUE FROM
(Bill 245) WAIAU STREET TO THE PIIHONUA BRIDGE (NO. 25-2) IN
PIIHONUA CAMP 3 --PROPOSED SPEED LIMIT REDUCTION
35 MILE PER HOUR TO 25 MILE PER HOUR LIMIT
From Chief Engineer Donna Fay K. Kiyosaki, dated April 30, 1998,
transmitting a bill to amend the Hawaii County Code, Chapter 24,
Article 10 to reduce the existing 35 miles per hour speed limit to 25 miles
per hour on Waianuenue Avenue, from Waiau Street to the Piihonua
Bridge (No. 25-2) in Piihonua Camp 3. Informs a speed study consisting
of trial runs was conducted which found 25 miles per hour to be a
reasonable speed for this section of Waianuenue Avenue. Informs they
also looked at the existing roadside conditions in determining the proposed
speed limit and states the narrow shoulders with open ditch at various
locations limit lateral clearance for accident avoidance maneuvers.

(Bill 246) PUNAHOA STREET EXTENSION
PROPOSED FREIGHT LOADING "LONE
From Chief Engineer Donna Fay K. Kiyosaki, dated April 30, 1998,
informing that Mr. Stewart H. Hussey, General Manager of the
S. Hata Building, requested that the no parking zone along Punahoa Street
in the back of the Hata Building be converted to a Freight Loading Zone.
'T'herefore transmits the above bill to amend the Hawaii County Code,
Chapter 24. Informs a 5-minute active loading zone is not viable for their
loading and unloading operations.
Comm. 843: TRAFFIC CODE AMENDMENT
(Bill 247) KILAUEA AVENUE
PROPOSED NO PARKING ZONES
From Chief Engineer Donna Fay K. Kiyosaki, dated April 30, 1998,
informing that the Department of Public Works is planning to install two-
way left turn lanes along Kilauea Avenue between Aupuni Street and
Kukuau Street. Informs to implement this project, parking on portions of
both sides of the roadway will be removed to accommodate the new
design. Therefore, transmits the above bill.

Comm. 849: TRAFFIC CODE AMENDMENT
(Bill 249) WAIANUENUE AVENUE/KOMOHANA STREET INTERSECTION
PROPOSED NO RIGHT TURN ON RED
From Chief Engineer Donna Fay K. Kiyosaki, dated May 6, 1998,
transmitting a bill to amend the Hawaii County Code, Chapter 24.
Article l Q Division 2, Section 24-272, to prohibit makai bound right turns
onto Komohana Street from Waianuenue Avenue when the traffic signal
indicates red. States the Department of Public Works will be converting
the existing mauka bound left turn phase on Waianuenue Avenue to a
`gagging green", necessitating the need for the amendment. Informs this
work is being done to reduce turning movement conflicts and improve
traffic safety at this intersection.
