ON RESOLUTION 222-98 (DRAFT 2) REGARDING A THREE
MONTH MORATORIUM ON ALL PARKING METER FF,ES
THROUGHOUT DOWNTOWN HILO
From Traffic Engineer Richard Nishimura, dated April 27. 1998,
informing they monitored the parking situation in Downtown Hilo
from March 1 to April 15, 1998 and submits their comments
regarding the parking meter stalls moratorium. States they do not
feel that continuation of the moratorium beyond the three month
period or permanent removal of the meters will have a positive
long-term benefit for Downtown Hilo.

Comm. 578.07: PRESENTATION BY THE HILO DOWNTOWN
IMPROVEMENT ASSOCIATION (DIA) ON THE EFFECT OF
THE FREE PARKING PROGRAM IN DOWNTOWN HILO
From Randy Rohner, Chairman, DIA Parking Committee. Hilo
Downtown Improvement Association, dated May 29, 1998,
requesting time to make a presentation at the June 15, 1998
PW&PC meeting on the effect of the Free Parking Program in
Downtown Hilo. States it is the DIA's intention to request an
extension of the moratorium through the end of September and to
include enforcement of the time limits. Such action will allow
time to detinitively assess all relevant impacts.
Comm. 762: DEVALUATION OF PROPERTY BY NEIGHBORS AND
OTHERS DUMPING THEIR RUBBISH ON VACANT LOTS
ON AKAI STREET IN KAILUA-KONA
From Harvey & Doris Jensen, commenting on their neighbors and
others devaluating their property by dumping rubbish in the vacant
lots next to their property. Requests a reduction in their property
tax evaluation because they feel that their property is being
devaluated because of this situation.

TREATMENT PLANT IN KEAUKAHA

transmitting the above resolution. States the proposed Center
should greatly benefit the County in general and the Keaukaha area
in particular.

"CONDEMNATION NOTIFICATION PROCEDURES"

transmitting the above bill.
Comm. 770.01: From PW&PC Chair Dominic Yagong, dated June 1, 1998,
(Bill 213) transmitting Bill 213, Draft 2 and a Condemnation Notification
(Draft 2) form letter he received from the Corporation Counsel's Oftce, as
requested by the PW&PC at its April 14, 1998 meeting.
