RE: Resolution 105 and 106- Regarding the prioritization of lands for
Purchase with the 2% Land Fund
Aloha Mayor Kenoi and Council Members,
Please authorize the Department of Finance to begin negotiations immediately on the following
properties that are actively listed for sale:
1. Pao'o and Kaiholena-These properties are adjaent and total 273 acres of coastal land that are
important to protect important cultural sites and the inshore reef and the fishing grounds from runoff
from grubbing and grading on fragile soils that create sediment which has killed parts of the reef.
2. Kawa Bay- if the seller is willing to accept the low appraisal ($2.5 in matching funds should still be
available for this property from State Legacy lands and US Fish and Wildlife Service)
3. Puapua'a in Kona- significant Heiau and burial sites that deserves larger buffers, with possibly an
interpretive center. The land adjacent to Ali'i can be used for a park and provide open space for views
from Ali'i Drive. There are less and less areas of Ali i drive where you can see the ocean from this
coastline road.
We request that all negotiations on all of these properties be started at the same time. All of these
properties are currently listed with Brokers for Sale, except for Kawa Bay. Time is of the essence to
obtain these properties.
The great gift from the 2% Land Fund is to attract matching funds. The County can acquire ALL of
these properties by obtaining matching funds from the State Legacy Land Fund (which was left intact by
Legislators), US Fish and Wildlife Service and FFMA floodplain money.
In a depressed real estate market, where land prices are reduce 30% or more island-wide, now is the time
to buy to maximize 2% of our property taxes which are set aside in the Land Fund each year.
These lands represent the preservation of our quality of life, so that the outdoor, nature activities that
you had the privileged to enjoy with your families growing up, can be enjoyed with your children and

grandchildren for years to come.
Please take this large forward thinking step to preserve Hawaii Island's great places for posterity.
