Arakaki, Ex-Officio Member DATE: August 4, 1998 (Tuesday) PLACE: Councilroom TIME: 9:00 a.m. CALL TO ORDER STATEMENTS FROM THE PUBLIC ON ITEMS ON THE AGENDA REFERRALS Comm. 454.06: COMMENTS ON CHAPTER 3 ,HAWAII COUNTY CODE, RELATING `f0 ADVERTISING AND SIGNS From Mary Lou Maberry, dated July 31, 1997, transmitting her comments and recommendations for the enforcement of the Sign Code. Comm. 454.07: From Councilmember J. Curtis Tyler, III, dated November 13, 1997, transmitting the attached communication from Eric von Platen Luder of Huggo's, dated November 4, 1997, stating his support to put an end to the abuse of the sign ordinance and seemingly indiscriminate granting of variances for signs that are more accurately defined as billboard by eliminating billboard type signs. PWPC-37 Paget August 4, 1998 Comm. 454.08: From Jim Lightner, President, Kona Traffic Safety Committee, dated October 15, 1997, stating their concern that the enforcement of the revisions to the Hawaii County Code relating to Advertising and Signs may require a substantial amount of the Police Department's time, should they be responsible, thereby reducing the amount of time available for traffic enforcement. Therefore, suggests that consideration be given using administrative procedures to enforce the ordinance to the extent practical in the Public Works Department, which they understand could be similar to those in place for enforcement through the Humane Society. Comm. 454.09: From Legislative Auditor Connie Kiriu, dated December 31, 1997 submitting, pursuant to Resolution 148-97, Draft 3, their research conducted relating to Chapter 3, of the Hawaii County Code relating to Advertising and Signs. Comm. 625.02: CONCERNS REGARDING THE CONDITION OF THE FLOOD CONTROL CHANNEL WHICH CROSSES HOAKA ROAD NEAR MALAAI STREET IN WAIAKEA UKA AND THE CHANNEL FENCE From Wayne Miyamoto, dated July 12, 1998, transmitting a copy of his letter to Mr. Stanley Nakasone, Highway Maintenance Superintendent, Depaztment of Public Works, dated July 12, 1998 in which he restates his concerns on the above matter and seeks a favorable solution to this matter. Comm. 898: SIDEWALK USE PERMIT -COLLEEN MANDALA TMK: 1-5-12:48, PAHOA VILLAGE, PUNA, HAWAII From Colleen Mandala, dated April 21, 1998, requesting a sidewalk use permit for the purpose of allowing customers to stand on the concrete pad in front of their proposed juice bar with a takeout window in front of their establishment, where they currently own and operate a gift and clothing store. States a portion of the concrete pad is the County right-of--way. Submits a copy of the drawing of the building with the area of the proposed juice bar shown. Informs their property line extends approximately 24 inches in front of the building and the entire depth of the concrete pad from the front of the building to the edge of the street is 80 inches. Comm. 898.01: From Planning Director Virginia Goldstein, dated May 12,1998, submitting their comments, as requested, on Comm. 898. PWP437 Page3 August 4, 1998 Comm. 898.02: From Wayne Onomura, Division Chief, Building Division, Department of Public Works, dated May 14, 1998, stating they need more detailed information, as listed, on Communication 898 before they can comment on the proposal. Comm. 898.03: From Chief Engineer Donna Fay Kiyosaki, dated .luly 13, 1998, in regards to Comm. 895, states they have no objection to the take- out window as proposed and its use in conjunction with the operation of a juice bar based on the reasons as listed. UNFINISHED BUSINESS Comm. 902: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A (Res. 290-98) PORTION OF THE HAINA MILL ROAD FROM HAMAKUA SUGAR COMPANY, INC.- TMKS: (3)4-5-02:PORTIONS 11 AND 12 -HAINA MILL ROAD From Corporation Counsel Richard D. The Public Works & Parks Committee and Finance Committee meetings can be seen on Tuesday, August 4, at 8:30 p.m.; and Tuesday, August 11, at 8:30 p.m.. The Planning Committee meeting can be seen on Thursday, August 6, at 8:30 p.m. and Thursday, August 13 at 8:30 p.m. All the above Committee meetings can be seen on Sunday, August 16, at 9 a.m.
