Resolution
WHEREAS, Hawaii County celebrates numerous festivals and
special events annually, and;
WHEREAS, the Merrie Monarch Festival is a major Big Island
event during which time visitors from the neighbor islands and
abroad come to the Big Island to participate in perpetuating
Hawaiian music, dance, and culture, and;
WHEREAS, festival and special events have a significant impact
on the Big Island economy, apparent in increased hotel occupancy
rates and local business revenues, and;
WHEREAS, festival and special events often make provisions
whereby beer gardens are established in the spirit of celebration
and merriment, and;
WHEREAS, the Hawaii Liquor Commission Rules and Regulations,
Rule 1.4 (g) states that licensed premises of a special license
may be open for the sale and service of liquor from 8:00 a.m. to
12:00 midnight, and;
WHEREAS, the closing time of 12:00 midnight does not allow for
adequate beer garden activity which often begins late at night,
following the program of a festival or special event.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that Rule 1.4 (g) of the Hawaii Liquor Commission Rules and
Regulations be suspended during the week of April 3 through
April 10, and until such time that the rule is appropriately
amended, to allow the sale and service of liquor for licensed
premises of a special license during the hours of 8:00 a.m. and
2:00 a.m.
