WHEREAS, the lands of Kiholo and Puuwaawaa on both sides of
Queen Kaahumanu Highway in North Kona owned by the State of Hawaii
present a most propitious site for an international cultural center;
and
WHEREAS, water has been found to be available by drillings in
the area; and
WHEREAS, these lands (about 5,000 acres) are not presently in
productive use and being part of a 155,000-acre State parcel; and
WHEREAS, interest has been expressed for the establishment of a
"think tank" among other facilities; and
WHEREAS, this location would be highly desirable for such a
purpose, being close to Keahole Airport which is destined for
international status and located on the route of the Hilo-Kona
Highway.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it recognizes the merits of such a project and that it
fully endorses and supports the proposal.

BE IT FURTHER RESOLVED that:
(1) The Council request the ,administration to foster
and advance this project in coordination with the
Council.
(2) That the County make contact with the State
administration and the legislature to plan and
implement the project.
(3) That the County look to the State's contracting
the project to an organization that has expressed
interest in participation.
(4) That the Council recognizes that the Hilo-Kona
highway is being advocated by a joint committee
of the chambers of commerce through the
legislature.
(5) That a periodic progress report be submitted on
the project by the administration to the council.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be
instructed to transmit a copy of this resolution to
Mayor Herbert T. Matayoshi and all department heads.
