BUREAU OF SEWERS AND SANITATION. DEPARTMENT OF PUBLIC WORKS. 1. Reallocate two positions of Sewage Treatment Plant Operator III FII-10 to Wastewater Treatment Plant Supervisor FII-12. 2. Reallocate four positions of Sewage Treatment Plant Operator II WB-10 to Wastewater Treatment Plant Operator III WB-12. 3. Reallocate three positions of Sewage Treatment Plant Operator II WB-10 to Wastewater Treatment Plant Operator II WB-11. New class specification .~: ~ o 0 Attachment to HAWAII COUNTY COUNCIL POSITION INFO R.'dA TION FORK Ztem 1 Due to the "Mandatory Certification of Operating Personnel in Wastewater Treatment Facilities" regulations effective September 18, 1980, we are now required by law to have a certified operator in charge of a wastewater treatment plant oc segments of a wastewater treatment plant whose level must be equivalent to the wastewater classification. (Wastewater Treatment Plants are rated into Class I,II, III, IV.) Operators ace classified as Grades I, II, III, IV with Grade IV being the highest classification. The present practice is the classification of Sewage Treatment Plant Operator II who is hired :at the WB-10 wage scale. With the four operator classifications under the new regulations, the wage rate will be required to be adjusted accordingly to compensate for the higher level of skill and knowledge required for the higher grade. Item 2. All of the County's wastewater treatment plants and sewage pumping stations operate continuously; however, these facilities are manned ony between the hours of 7:00 a.m. to 3:30 p.m., 7 days per week. Over the weekends and on holidays, only two operators are on duty (two each for East and West Hawaii) primarily to check that all equipment are operating normally. The main purpose of mandatory certification is to provide qualified personnel (determined by passing an examination given by the State Certification Board) to operate all of the wastewater treatment facilities. III Duties Summary: 339-3 Supervises all activities at a large, or several small, sewage treatment plants and participates in the operation, maintenance and repair of treatment plant equipment and structures; and performs other related duties as required. Distinguishing Characteristics: This class differs from the Sewage Treatment Plant Operator II in that the Sewage Treatment Plant Operator IIZ has immediate charge of and 24-hour responsibility for the operation and maintenance of a sewage treatment plant serving a major community or 2 or 3 small sewage treatment plants serving indivi- dual subdivisions in a district; whereas the Sewage Treatment Plant Gperator II operates, maintains and assists in the repair of sewage treatment plant equipment and structures. Knowledge of: tools, procedures a;id practices used in the operation, maintenance and repair of electrically-operated pumps and auxiliary equitr;ent such as generators, fans, blowers, motors, chlorirators, clarifiers, etc.; hazards and safety practices involved in working around. moving machinery, high voltage equipment and sewage; principles and practices involved in the treatment of sewage, chemistry sufficient to understand and interpret laboratory analyses of sewage; basic practices of supervision. License Requirement: Possession of applicable Hawaii Mandatory Wastewater Treatment Plant Operator Certificate; possession of a valid Hawaii State driver's license (Type 3 or 5, as applicable) and a Medical Examiner's Certificate as required. Knowledge of: tools, procedures and practices used in the operation, maintenance and repair of electrically-operated pumps and auxiliary equipment such as generators, fans, blowers, motors, chlorinators, clarifiers, etc.; hazards and safety practices involved in working around moving machinery and high voltage equipment; principles and practices involved in the treatment of wastewater; chemistry sufficient to understand and interpret laboratory analyses of wastewater, basic practices of supervision.
