FISCAL DIVISION. DEPARTMENT OF WATER SUPPLY. 1. Add two new positions of Computer Programmer III SR-18. 2. Retitle one position of Data Processing Systems Analyst SR-24 to Data Processing Systems Analyst II SR-24. 3. Retitle one position of Computer Operator SR-15 to Computer Operator I SR-15. Distinguishing Characteristics: This class differs from that of Computer Programmer II in that the Computer Programmer III performs the full range and variety of computer programming assignments under general supervision; whereas the Computer Programmer II assists in computer programming by performing selected assignments under close supervision but on a progressively responsible basis. Illustrative Examples of Work: Participates in the analysis, program design, coding and other programming tasks required to produce reports, mathematical computations; develops and codes data file maintenance programs as required; converts programming specifications into computer programs using languages accepted by machine; meets with personnel of operating agencies and other customers to obtain necessary information for writing new programs and modifying existing programs and data files: studies program application specifications, plans sequence of action and determines basic decisions and actions required to produce output: programs check points to insure accuracy in work processes; writes instructions, flow charts, procedures and data record layouts to support new and existing programs and applications; works with other computer personnel to reconcile differences in programming and analysis viewpoints to obtain additional information; locates programming logic errors and applies corrections to remedy problem situations; sets up related job control language and test data files as required to test new programs and to incorporate such programs into normal operations; performs desk checking of written programs; maintains, corrects, modifies existing programs written by other programmers; prepares instruction sheets to guide production runs; assists in determining causes of machine stoppages; may supervise lower level programmers; attends periodic training courses and reads technical publications to keep abreast of developments in tl:e field. Distinguishing Characteristics: This class differs from that of Civii Engineer III in that the Civil ~nginccr IV is responsible for the development, analyses and construction of a complex. and major project or several less complex projects where responsibility for supervision or coordination is pronounced; whereas the Civil Engineer III is responsible for i~rell-defined, routine or uncomplicated projects or acts as an assistant to the Civil Engineer IV or. major projects. This .class differs from that of Civil Engineer V in that the Civil Engineer IV has responsibility for a complex and major project or several less complex projects; whereas the Civil Engineer V has responsibility for a number of canplex and major engineering projects operating simultaneously where the problems of supervision and coordina- tion are pronounced. Illustrative Examples of i]ork: Pfakes office and field studies of proposed projects and supervises preliminary and final surveys; establishes bench marks; takes cross-sections, profiles and contours; makes survey computations and prepares preliminary ' drawings; designs and assists in the design of reservoirs, retaining walls, bridges, culverts, tunnels, pipelines, sewers, sidewalks, highways and other concrete, steel and timber structures by computing grades and alignments, loading and stresses, determining the size, proportion and dimensions of struc- tures, and supervising the preparation of construction plans and drawings; assists in the preparation of specifications and contract documents; prepares cost and quantity estimates; checks shop drawings; supervises construction and inspection activities; interprets plans and specifications; changes and corrects plans; keeps records of work done, materials used, and prepares monthly and final payment estimates; makes hydrologic and land development studies; checks plans and specifications of buildings and structures for compliance with the building code; reviews test reports and soil analysis reports. 1,iinimum @ualification Requirements: Training and Experience: A combination of education and experience substantially equivalent to graduation from an accredited college or university faith major work in civil engineering and three years of professional civil engineering experience.
