DATA PROCESSING DIVISION. DEPARTMENT OF FINANCE. 1. Reallocate one position of Computer Programmer III SR-18 to Data Processing Systems Analyst I SR-21. 2. Reallocate one position of Computer Operator SR-15 to Computer Operator II SR-17. To date, this has been primarily done by the Data Processing Manager, but can nolonger be accomplished by one individual. 2. Sf reallocation, list only new duties. (Example: 1. Give reasons why new duties at higher level 'are needed and cannot be assigned to classes at higher level or handled in other ways such as short term contracts, etc. (Use productivity measurements where possible.): The County Data Processing Division has no-Systems Analyst personnel on its staff. Systems Analysis is critical for a planned approach to the in'stal~lation of new software systems. The existing Data Processing Manager cannot accommodate these demands by himself. The demand for new software systems by County 8gencies will grow at an increasing rate as. departments become aware of the productivity gains that are available through use of the computer. •This shortage of systems analysis personnel is a long term problem and cannot be handled by short term contracts. r• 4.~' Was reallocation or reOclassification budgeted an~if not, why were manpower needs not planned through budgetary process? Distinguishing Characteristics: This class differs from that of Computer Programmer II in that the Computer Programmer III performs the full large and variety of computer programming assignments under general supervision; whe~_`~:cn~"sue Computer Programmer II assists in computer programming by performing selected assignments under close supervision but on a progressively responsible basis. Distinguishing Characteristics: This class differs from that of Data Processing Systems Analyst II in that the Data Processing Systems Analyst I independently performs systems analysis work of the methods and practices relative to the information needs of specific programs and activities of .a department(s); whereas the Data Processing Systems Analyst II analyzes, designs and develops data processing systems for a major area requiring the integration and coordination of several subsections and which in addition may involve the supervision over assigned subordinates. Knowledge of: principles and practices of public administration, organization and management; data processing systems and analysis, design and development; office systems and procedures; the operation, characteristics and capabilities of various types of electronic data processing equipment; research and statistical methods and techniques. Ability to: gather, analyze, correlate and evaluate facts, and make sound judgments; determine feasibility of converting various manual work processes to machine operations; .analyze and apply machine capabilities to data processing operations; plan efficient organizational structure, work flow procedures and processes and integrate these into the overall data processing system; prepare clear and consise repots and operating procedures; work cooperatively with manufacturers' representatives, departmental officials and others. Distinguishing Characteristics: This class differs from that of Data Processing Clerk-Operator in that the Computer Operator sets up and operates an electronic computer and peripheral equipment in the processing of a variety of data; whereas the Data Processing Clerk-Operator performs clerical work within a data processing unit and operates a data recording/verifying machine in preparing or correcting punched cards from source documents. Illustrative Examples of Work: L.
