County of Hawaii - State of Hawaii Resolution WHEREAS, the U.S. Department of Housing and Urban Development has advised the County of Hawaii that it will accept an application for $931,000.00 for the 1983 Community Development Block Grant (CDBG) Small Cities Program; and WHEREAS, it is recognized that the Federal application requires certain assurances and certifications from the County with respect to the CDBG Program, as contained in Form HUD-4124.7; and WHEREAS, a timely submission of the application for CDBG funds in accordance with the appropriate Federal regulations is necessary. NOW, THEREFORE, BE ZT RESOLVED BY THE COUNCIL HAWAII that the Mayor of the County of Hawaii, or Managing Director, is hereby authorized to submit CDBG application and any other related documents process the application to the U.S. Department of Development in the total amount of $931,000.00. OF THE COUNTY OF in his absence the the attached 1983 necessary to Housing and Urban BE IT FURTHER RESOLVED that the Mayor or his authorized representative is designated to act as the representative of the County. BE IT FURTHER RESOLVED that no contracts shall be executed by the County in conjunction with the expenditure of 1983 CDBG funds for the Air Cargo Distribution Study without the prior approval of the Hawaii County Housing Agency. It is the only district on the Big Island that does not have one. On December 4, 1975, Richard Smart, owner of the Parker Ranch donated a 1.88 acre parcel to the County to be used specifically fora community center. Since then, the County has developed plans to build a community park complex utilizing the donated land and twv (2) adjacent parcels. The completed community park complex will include tennis, volleyball and basketball courts, softball, baseball and football fields, as well as restroom facilities and a community center. The construction of the community center will enhance the total park complex by providing large-group meeting areas for youth, elderly, and neighborhood groups who use the adjacent recreation facilities. In 1981, the County Council appropriated $250,000 of CIP funds for the development and construction of the Waimea Community Center. The plans for the Community Center are near completion and the project construction will be able to start upon receipt of the HUD notification of availability of funds.. The CDBG grant is needed to supplement the County's CIP fund to complete the construction of the center. The Waimea Community Center facility will provide the youths and families in the area the opportunity to participate in organized Parks & Recreation activities as well as provide meeting rooms for the neighborhood residents. Recently, the Hawaii Housing Authority (HHA) conducted a preliminary market survey and determined that there is a need for the construction of more affordable housing units in the low-mod income family range. In addition, the Kona-Farmers Home Administration off ice has approximately 250 applicants interested in obtaining home ownership financing. Further, the residents of Kona showed a strong interest in the construction of more affordable housing units in Kona at our recent CDBG Public Hearing held in Kona, at the Mayor's Affordable Housing Task Force meetings and at the three. conferences on "Affordable Housing" held in Kona, sponsored by the County Council and the County Housing Agency. The average cost of a single family dwelling in Kona has increased almost three-times between 1974 and 1980. The average selling price increased during that period from b55,000 to over b130,000. The primary reasons for the increased sales price of the dwellings are the substantial increases in development costs, land values, construction costs, financing costs, and the lack of infrastructure (roadway and water). Therefore, to ensure that the homes can be made affordable, the OHCD and the HHA are proposing certain cost saving techniques including the use of land cost deferral mechanisms and the deferral of infrastructure costs of the project. As part of the effort to reduce the initial sale price, the OHCD is proposing to use the HUD-CDBG Small Cities funds to defer or write-down the site improvement/land acquisition costs while the HHA has agreed to defer a portion of the land cost. These cost saving techniques and the use of CDBG funds will assure that quality homes will be provided at affordable prices to low and moderate incase families. Richard. Smart, owner of the Parker Ranch donated-the 1.88 acre parcel to the County specifically for the development and construction of a community center. The multi-purpose room constructed with the CDBG funds will be utilized primarily for youth activities,(i.e. recreation, arts & crafts, ceramics, socials) community meetings, and senior citizen activities. The primary beneficiaries of the center are the youth in the neighborhood. The following is the description of activities for the Waimea Community Center project: GOVERNMENT APPROVALS Environmental Assessment - The County will conduct an envtronmental assessment in accordance with the Federal Requirements. The County has already completed an environmental assessment in~accordance with the State Requirements. Therefore, once HUD approval is received, the project will be able to get underway. ------- -- CONSTRUCTION 1. Design - Plans for the community center facility are near completion. 2. Selection, Award, and Execution of the Contract - The County wt1 comp y wtth the OMB A- 02, Attac ment 0 procedures. 3. Construction and Ins ection - In discussions with the P & R Department, the act tty wtll include: a. Office space for the P & R District Coordinator. b. Restroom facilities for men and women. c. Multi-purpose room #1, and storage (28' by 46'). d. Multi-purpose room #2 (28' by 40') e. Parking stalls The CDBG funds will be used to construct the Multi-purpose room #2 (b90,000) and the parking stalls (£10,000). The design funds and the balance of the construction funds will be provided through the County's CIP funds. By using the funds in this way, the County will be able to leverage the £600,000 of 1983 CDBG funds into 2.856 million dollars worth of construction activity for the community. The County will construct approximately twenty (20) two bedroom, one bath; and twenty (20) three bedroom, two bath single family dwellings on a 12 acre parcel. The CDBG funds will be used fora portion of the land acquisition and site improvements (such as roadways, grading, drainage, and utilities). The 1983 CDBG funds will be used to reduce the sale price.of the homes and will provide low and moderate income families with the opportunity to purchase their own home. The County will sell at least 51~ of the homes assisted with the CDBG funds to low and moderate income families. The following is the description of activities for the Kea lakehe Houselots II Project: GOVERNMENT APPROVALS 1. Environmental Assessment - The County will conduct an environmental assessment in accordance with State and Federal Requirements.- 2. Joint Venture Agreement - The title to the land is currectly held by the HHA. The County and the HHA will enter into a Joint Venture Agreement to develop and construct forty homes in Kea lakehe. 3. Financing - The County will use the 1983 CDBG funds and HHA interim construction financing for the construction of the project. Long term-financing will be provided through the Hula hiae program. 4. CERTIFICATIONS The grantee hereby assures and certifies that it will comply with the regulations, policies, guidelines and requirements with respect to the acceptance and use of Federal funds for this federally-assisted program.
