County of Hawaii - State of Hawaii
Resolution
WHEREAS, sugar is Hawaii's prime agricultural product directly
affecting 8,000 employees and indirectly contributing to 20,000
non-sugar jobs for an eight percent share of the State's employment
force; and
WHEREAS, due to the sale of subsidized foreign sugar on the
world market in the last two years, Hawaii's sugar industry lost
approximately $90 million in revenues and as a result is struggling
for recovery and survival; and
WHEREAS, despite the efforts to lessen the dependence upon sugar
as the primary crop, no replacement crop for such large-scale
industrial agriculture production has been discovered; and
WHEREAS, the Council of the County of Hawaii has been informed
that there may be a move in the U. S. Senate to introduce S. B. 788,
reducing the sugar loan support price from its present minimum of
17 cents per pound to 14 cents per pound, and to amend H. R. 2733,
seeking to freeze the sugar loan support program at its present
17 cents per pound; and
WHEREAS, the Council is further aware that passage of such
legislation could result in an annual $60 million sugar revenue loss
and an annual State tax revenue loss of $107 million.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it opposes any federal legislation that would reduce the
sugar loan program rate, or freeze it at its present level.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii is
directed to send copies of this Resolution to the Members of
Hawaii's Congressional Delegation; Senators Robert Dole, Mark 0.
Hatfield, Bob Packwood, Paul Laxalt, Chic Hecht, Frank Murkowski,
and Pete Wilson; Representative E. (Kika) de la Garza; Secretary of
Agriculture John R. Block; the National Association of Counties
(NACo), and the Hawaii Sugar Planters Association.
