Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Salary Ordinance is hereby amended for the following
department:
SECTION 8.14 (c). ENGINEERING DIVISION. DEPARTMENT OF WATER SUPPLY.
1. Add one new position of Supervising Water Service
Investigator SR-20.
2. Add one new position of Water Service Investigator II
SR-14.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Water Supply, Finance and Civil Service for their
information.

The Department of Water .Supply proposed to initiate a program to investigate the
entire island's water systems for unaccountable water, which includes detecting
underground (not visible) leaks and repairing them, testing meters in the field
which are 10 years or older and reconditioning them to 98% accuracy, etc. This
program would greatly reduce operational costs, especially where pumping (electrical
costs) is necessary and also conserving potable water.

The duties of this position are of the continuous type of work with variety of
investigative and fact-finding work serving the Customer Service, Engineering and
Operations divisions. Also, this position investigates complaints and as the
services increase, complaints increase. The Department is in need fora competent
and permanent water service investigating section to coordinate work activities to
alleviate water system malfunctions.

New position was budgeted for 1982-83 fiscal year. Water Commission approved new
position on January 25, 1983.

This positions will be under the Water Resources and Planning Section, Engineering
Division. This section is responsible to master plan water systems and monitor and
maintain water demand and production records.

SUPERVISING WATER SERVICE INVESTIGATOR
Duties Summary:
Supervises leak detection, field meter testing, and field
investigation activities; conducts special projects as assigned; and performs
other duties as required.
Distinguishing Characteristics:
This class differs from that of Water Service Investigator II in
that the Supervising Water Service Investigator supervises a water
investigation program consisting of leak detection, field meter testing and
field investigation of complaints; whereas the Water Service Investigator II
conducts various field investigations to determine the causes of water service
malfunctions, interruptio»s and complaints.
Illustrative Examples of Work:
Plans, supervises and participates in leak detection and other
investigation activities; makes field and office investigations which include
gathering, analyzing and evaluating water production and usage data to
determine causes of water loss and makes recommendations to reduce and prevent
unaccounted water usage or waste in the water system; review and analyze
"as-built" or existing construction plans and specifications to depth and
characteristics of pipes and appurtenances, pump facilities, rights-of-way,
reservoirs and sources; coordinates and supervises the investigation of
customer water service complaints and requests and recommends corrective
action; prepares plans specifications for special projects; inspects special
projects for compliance with plans and specifications; coordinates work of
units with other divisions, utility companies and affected individuals;
explains results of investigations to customers; prepares work orders, cost
estimates and reports.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from high school and 4 years of
experience in water service investigation work.
License Requirement: Possession of a valid Hawaii State driver's
license (type 3).
Knowledge of: principles and practices of supervision and public
relations; rules, regulations and policies governing water service to
consumers; water service investigation techniques and procedures;
characteristics of various water distribution and service systems; operation,
maintenance and repair of distribution and piping systems and facilities;
principles of hydraulics as they apply to water distribution systems,
consumers' piping systems, plumbing fixtures and appliances; operation,
maintenance and use of various investigational instruments and devices; report
writing.

Ability to: plan, assign, schedule and supervise the work of
subordinates; review, revise and develop operating procedures and practices;
analyze causes of water service malfunctions in distribution mains and other
intricately designed piping systems; read, interpret and work from
construction plans; use various investigational instruments and devices;
review maps and analyze investigative reports prepared by subordinates;
prepare clear and concise reports; give oral and written instructions;
interpret and explain pertinent rules, regulations and policies; maintain
effective working relationships with fellow employees and others; deal
tactfully and effectively with the public.
Physical Requirement:
Persons seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for
performance of the duties.
Physical Effort Grouping: Light

Distinguishing Characteristics:
This class differs from that of Water Service Investigator I in that
the Water Service Investigator II independently conducts various field
investigations to analyze the causes of water service malfunctions,
interruptions and complaints and determines remedial actions to be taken;
whereas the Water Service Investigator I assists in conducting a variety of
field investigations in connection with water service malfunctions,
interruptions and complaints, and performs selected phases of investigative
~,aor~ on a progressively responsible basis.
This class differs from that of Supervising Water Service
Investigator in that the Water Service Investigator II conducts various field
investigations to determine the causes of water service malfunctions,
interruptions and complaints; whereas the Supervising Water Service
Investigator supervises a water investigation program consisting of leak
detection, field meter testing and field investigations.
Illustrative Examples of Work:
Detects and locates leaks in water distribution systems with the aid
of a leak detector and pipe locator; identifies various sounds of running
water and distinguishes them from sounds and interference from other sources;
determines whether seepage is due to leakage from water supply or consumer's
pipe; takes water samples for laboratory testing to determine the source of
seepage; computes and estimates leakage or usage; makes recommendations for
repair of leaks; conducts water flow or pressure tests by installing and
interpreting readings on recording charts or gauges, meter devices and other
sensing devices; prepares detailed maps and sketches for investigative
reports; explains problems and recommendations to consumers; investigates
complaints from consumers water usage, quality and other problems, and
prepares reports and recommendations; performs inspectional work on special
projects to insure compliance with plans, specifications or agreements of work
as assigned; instructs others in the proper use of instruments and equipment;
estimates time, labor, materials and equipment and cost requirements.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience

procedures; components of water distribution systems such as reservoirs,
pumping stations and sources of supplies; operation, maintenance and repair of
distribution systems and facilities; principles of hydraulics as they apply to
water distribution systems, consumers' piping systems, plumbing fixtures,
appliances and other water using devices; operation maintenance and use of
pipe locators, leak detectors, pressure recording gauges, meter recording
registers and other investigational devices; principles and practices of
public relations; grammar, word usage and report writing.
Ability to: understand, interpret and explain departmental rules,
regulations and policies governing water service to customers; gather, analyze
and evaluate data; read and work from construction plans; analyze causes of
improper operation of piping systems, distribution systems and equipment
attached thereto; use pipe locators, leak detectors, sounding rods, pressure
recording gauges,.meter recording registers and other investigational
instruments and devices; prepare maps and sketches of underground piping
systems; prepare clear and concise reports; make arithmetic computations;
maintain effective working relationships with others; deal tactfully and
effectively with the public; follow oral and written instructions.
Physical Requirement:
