WHEREAS, the State of Hawaii, Department of Transportation,
Highways Division, had commissioned and released a report
titled "Wailoa Bridge Study" dated March 4, 1983; and
WHEREAS, the purpose of this study was to: (1) assess the
existing bridge, recommend repairs, and determine related costs
(2) evaluate hydraulic aspects and determine impacts on flood-
waters and tsunamis (3) develop design criteria for improved
traffic crossing (4) analyze bridge types and costs which could
meet design criteria and (5) recommend types of bridge
structures for further evaluation; and
WHEREAS, this study also serves as a supplement to the
Preliminary Case For The Wailoa Bridge which evaluates alterna-
tives for preserving the history of the bridge, which is
eligible for inclusion on the National Register of Historic
Places; and
WHEREAS, it is the finding and recommendation of the
consultants that the Wailoa River Bridge be replaced for the
following reasons:
1. The present condition of the west abutment
foundation requires extensive repairs and
said repairs would be costly as it can only
be accomplished by rebuilding the bridge
from the bottom up.
2. The existing waterway opening does mitigate
erosion problems caused by tsunami action.
3. The vertical curve over the bridge creates
very limited sight distance.
4. This intersection is rated as the worst in
the county having the highest accident rate.
5. The historical aspect of the existing bridge
can be effectively and economically
preserved by documentation and pictures; and
WHEREAS, during the interim, it is recommended that heavy
truck traffic be prohibited on the bridge, the Hilo-side
abutment because of a severe horizontal crack be continuously
monitpred to maintain public safety and the Puna-side
foundation suspected of heavy erosion be investigated and
remedial repairs be made as required.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it endorses the conclusion of the Wailoa Bridge
Study that the bridge be replaced, as opposed to repaired as
soon as possible .and that the temporary interim measures as
cited be implemented in the best interest of the public.

BE IT FURTHER RESOLVED that the Clerk of the County of
Hawaii is instructed to transmit true copies of this resolution
to Governor George A. Ariyoshi; Senate President Richard S. H.
Wong; House Speaker Henry H. Peters; Wayne J. Yamasaki,
Director of Transportation, and Brigadier General Robert M.
Bunker, Division Engineer, U. S. Corps of Engineers.
