WHEREAS, from 1970 to 1980, the population for Kailua-Kona
area of the Big Island has increased tremendously by
287 percent; and
WHEREAS, children and young adults comprise a major portion
of this populace with many participating in youth athletics and
organized recreational activities; and
WHEREAS, additional recreational areas are needed in the
Kailua-Kona area; and
WHEREAS, the additional area would implement a similar
facility on lands adjacent to existing park improvements at the
Old Kona Airport; and
WHEREAS, all forms of recreation and cultural activities
could be pursued at this location; and
WHEREAS, preliminary indications from the Department of
Land and Natural Resources appear that they would be receptive
to conveying the abutting land to Hawaii County for such use;
and
WHEREAS, such a transaction would be in consonance with the
objective of "Assuring adequate public access to lands with
public recreational value" as stated in the State Recreation
Plan which was adopted by the 1984 session of the State
Legislature; and
WHEREAS, development of the airport site would augment and
supplement existing recreational facilities in closer proximity
to the population center of Kailua-Kona on land more suitable
for improvement; and
WHEREAS, the Hawaii County FY '84-'85 CIP budget has
earmarked $250,000 for Kailua-Kona park improvements to
accommodate initial grading and leveling of this proposed site.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY
OF HAWAII that it supports a land transfer between the County
and the State to accommodate the development as proposed.
BE IT FURTHER RESOLVED that the Mayor be authorized to
proceed with actions to initiate the transfer.

BE IT FURTHER RESOLVED that the Clerk is hereby. instructed
to send copies of this Resolution to the Honorable George R.
Ariyoshi, Governor; Mr. Susumu Ono, Chairman of the Board of
Land and Natural Resources; Mr. Roland Higashi, Hawaii Island
member of the Board; Senate President Richard S. H. Wong; House
Speaker Henry H. Peters; and Mayor Herbert T. Matayoshi.
