HomeMy WebLinkAboutRES 909 Draft 01 1980-1984., ~ LJ County of Hawaii-State of Hawaii Resolution No. s~~ e~ WHEREAS, the Department of Meteorology at the University of Hawaii, Manoa is proposing moving the Hilo Cloud Physics Observatory to Oahu beginning the 1984 Fall Semester by supporting the following reasons: 1. The vacancy caused by the former director of the CPO, Professor C. M. Fullerton, who was promoted to Dean of Arts & Sciences, UH Hilo (position announcement not yet filled for Assistant Professor of Meteorology in Research. 2. C.P.O. staff is now down to a single Professor and one instrument maker as a regular employee. 3. These two employees occupy more than 5,000 square feet of floor space. 4. Much of the building is filled with relics of equipment and instruments constructed for various specialized projects conducted by visiting scientists - hence an inefficient use of valuable resources exists. 5. Research currently underway at Hilo could be carried on almost as well at Manoa as Hilo. 6. By moving to Manoa the electricity savings would be about $1,000. 7. UH Hilo would be delighted to acquire the 5,000 square foot space to be used for other disciplines within the Arts & Sciences; and WHEREAS, the Cloud Physics Observatory has been located on the University of Hawaii-Hilo campus since 1965 focusing their scientific research in the area of warm rain offered by the island's natural geophysical structure of two large mountains, t9auna Kea and Mauna Loa, which do not exist in any other part of the State; and WHEREAS, the availability of so called "relics" of equipment and instruments known by eminent scientists all over the world has attracted their presence at C.P.O. Hilo to do their research, studies for post graduated studies (Ph.D.), and by bringing project awards from: 1. National Science Foundation (NSF) - Award Title - Physical Properties of Warm Rain & Cool Rain in the Tropics, $207,200. 2. Office of Naval Research (ONR) - Award Title - A Study of Physical Properties of Cumulus in the Tropics, $100,000. /~ ~~ ~ c 3. National Oceanic & Atmospheric Administration (NOAA) - Award Title Warm Rain Development in the Tropics, $86,035. 4. National Science Foundation (NSF) - Award Title - Graupel in a Two Dimensional Axisymmetric Cloud Model, X231,779. 5. National Science Foundation (NSF) - Award Title - A Study of Warm Rain Mechanisms in the Tropics, X110,000; and WHEREAS, with the complement of three full time employees, the C. P. O. Hilo has generated nearly $100,000 per year in award grants used to cover costs needed to purchase scientific equipment and pay for expenses for visiting researchers and scholars who normally would spend their stipends locally, economically speaking it is well worth the reason for keeping the Cloud Physics Observatory in Hilo; and WHEREAS, having an annual rainfall of over 200 inches in Hilo, , the presence of research and studies at C. P. O. Hilo will greatly benefit in the area of agriculture and tourism on the Big Island and ultimately assist in building a strong economy base for the state as a whole. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that it vehemently opposes the transfer of Cloud Physics Observatory in Hilo, to Manoa in Honolulu, not only for scientific but for the economic impact which it would ultimately cause. BE IT FURTHER RESOLVED that the Clerk transmit copies of this resolution to University of Hawaii, Manoa; Chairman Meteorology; University of Hawaii Board o Matayoshi; Governor George Ariyoshi, and to Legislators. of the County of Hawaii the Chancellor of the of the Department of f Regents; Mayor Herbert all the Big Island State Dated at Hilo, Hawaii, this 9th day of May, 1984.
