WHEREAS, the Pacific Educational Foundation, a non-profit
organization funded by the federal government under the U. S.
Department of Labor operates two Job Corps units in the State of
Hawaii with headquarters on Oahu and a training camp in Hilo; and
WHEREAS, the Big Island's Job Corps operation was originally
established at Volcano, Hawaii in 1967 and moved to Hilo in 1973,
serving both Hawaii and the South Pacific, has trained nearly 1,200
youths between the ages of 16 to 21 in purviews such as, on-the-job
work experience, remedial education, social direction, counseling,
health and food services; and
WHEREAS, at present the Hilo unit houses 60 students at the
Rainbow Falls dormitory with an annual budget of $600,000, or an
approximate per capita expenditure of $10,000 per student trainee;
and
WHEREAS, each of the participating employers benefit from free
services from these students in exchange for the training and
experiences conferred to the students while under their direction
and control and often become permanent employees for these
establishments; and
WHEREAS, the Job Corps has a successful placement rate of over
90 percent in locating corps members in jobs, schools, and the armed
forces, and this impressive statistic rate has gained support and
attention from many Big Island businesses; and
WHEREAS, this alternative to the traditional educational program
formatted by a self-paced study plan under qualified supervision,
accords the participants an opportunity to practice and learn
appropriate social behavior in a familial setting; and
WHEREAS, despite the documented successful accomplishments of
the Big Island Job Corps program, the Foundation is now
contemplating moving the Job Corps training camp to Maui from Hilo;
and
WHEREAS, the Federal government has allocated $1.5 million for
the planned relocation and construction of facilities, primarily a
kitchen and dormitory at Hale Nani, the former police academy, for
the Job Corps training center; and
WHEREAS, the Foundation should not only consider the immediate
availability of facilities for the Job Corps center to be the only
criteria, but to compare the Hilo Job Corps training opportunities
presently offered by the local business establishments, and take
into consideration the highest unemployment statistics on the Big
Island, as compared to other counties in the State of Hawaii.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it urges the Hawaii Job Corps and the Board of Directors
of the Pacific Educational Foundation to maintain its Hawaii Job
Corps Program on the Island of Hawaii.
