Resolution
WHEREAS, Hawaii's agricultural industry is one of many domestic
industries threatened by the influx of foreign commodities; and
WHEREAS, research findings, agronomic techniques, seedlings, and
financial assistance provided by the United States have resulted in
the production of foreign commodities which compete directly with.
our own products; and
WHEREAS, this competition has forced and continues to threaten
closure of many local and domestic industries resulting in economic
hardship in many communities; and
WHEREAS, Exception 201 of the Trade Act of 1974 allows the
International Trade Commission (ITC) to establish quotas or tariffs
on imported commodities proven to have a substantial adverse effect
on domestic industries; and
WHEREAS, Anti-Dumping legislation allows the United States to
impose duties on imports if the product is priced less than in its
home market; and
WHEREAS, the United States can levy countervailing duties if a
foreign country subsidizes the production of a commodity to be
exported to the United States.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it urges Congress to support legislation aimed at
providing additional protection of domestic industries threatened by
foreign competition.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii
transmit copies of this resolution to President Ronald P.eagan,
Senators Daniel K. Inouye and Spark Matsunaga, and Congressmen
Daniel K. Akaka and Cec Heftel.
