Resolution
WHEREAS, on March 16, 1984, the Senate Finance Committee
approved an amendment to extend energy tax credits for alternative
energy systems proposed by Senator Spark Matsunaga.(D-HI); and
WHEREAS, the amendment to extend the tax credits will be up for
adoption by the U. S. Senate in the near future; and
WHEREAS, the tax credits extend to the development of Ocean
Thermal Energy Conversion (OTEC), wind, solar, geothermal and
biomass, of which Hawaii's role at the present is considered the
leading alternative energy laboratory in the United States, may
benefit greatly from this extension; and
WHEREAS, Senator Matsunaga's amendment extends to the end of
1988, with an additional 12 months, for certain commitments from
sponsors, which include a 15 percent business energy tax credit for
solar, wind, geothermal, and OTEC and a 10 percent credit for
biomass energy development; and
WHEREAS, the extension will reduce the sponsors' costs and at
the same time encourage the development of a much needed renewable
energy technology to replace Hawaii's reliance on energy (90~) from
foreign sources.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it wholeheartedly endorses the passage of the amendment
to extend energy tax credits for alternative energy systems proposed
by Senator Spark Matsunaga.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be
hereby instructed to send copies of this resolution to Senators
Daniel K. Inouye and Spark M. Matsunaga and Representatives
Daniel Akaka and Cecil Heftel.
