County of Hawaii-State of Hawaii Resolution No. sus s~ (REVISED) RESOLUTION AMENDING RESOLUTION NO. 2-80, ADOPTED ON DECEMBER 1, 1980, RULES OF PROCEDURE OF THE COUNCIL OF THE COUNTY OF HAWAII, BY THE ADDITION OF A NEW RULE THERETO: WHEREAS, there is a need to duly recognize people or organi- zations within the county for acts of bravery, lifesaving missions, or achievements in scholastic, athletic, beauty pageants, and other endeavors; and WHEREAS these deserving deeds can effectively be acknowledged by the awarding of "CERTIFICATES OF MERIT", as they can be readily pre- pared, easily processed and fulfill the intent of the citing of noteworthy deeds. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that its Rules of Procedure is hereby amended to add Rule 26, incorporating the policy for the issuance of "CERTIFICATES OF MERIT", to read as follows: RULE 26 CERTIFICATES OF MERIT 1. Certificates of Merit are non-legislative in nature and are intended to duly recognize people or organizations within the county for acts of bravery, lifesaving missions or achievements in scholastic, athletic, beauty pageants, or similar endeavors. 2. These Certificates require no formal council actions. 3. The sponsoring councilmember will be responsible for the securing of firm commitments to sign the certificates from other councilmembers. (a) Any conflicts regarding sponsorship or duplicate requests will be referred to the Council Chairman. o Q ~~ 4. The sponsoring councilmember will inform the County Clerk as to the necessary particulars. The certificate will include the name of the honoree and a brief description of the act or achievement to be cited. 5. Certificates will be issued to the honoree only. (a) True copies of any certificates will not be issued to spouses, officers, sponsors or the like., who are not directly involved. 6. These certificates will be pre-printed forms of parch- ment paper with the County Seal including its existing color scheme. BE IT FURTHER RESOLVED that this resolution shall take effect on July 1, 1984. Dated at Hilo, Hawaii, this 18th day of April, 1984.
