WHEREAS, a comprehensive "Equal Access to Voting Rights Act",
H. R. 1250 which was introduced by Congressman Hamilton Fish,
R-N.Y., for himself and ninety other representatives, will be heard
on March 8th, according to the House Administration Committee of the
U. S. House of Representatives; and
WHEREAS, the bill requires that polling places and voter regis-
tration sites be located in buildings that are accessible or that
can be made accessible by temporary ramps to meet the accessibility
requirement in serving elderly and handicapped persons; and
WHEREAS, Hawaii's election law provides for curbside voting, but
such curbside voting would not be sufficient to comply with the pro-
posed law; and
WHEREAS, H. R. 1250 does not apply to private residences or
temporary places of registration used on a one-time or occasional
basis and applies only to voting whenever there is a federal
election; and
WHEREAS, the bill further requires adequate notice offering ser-
vices to handicapped persons, including providing paper ballots at
the polls to voters who are not able to use ballot punches; and
WHEREAS, the bill provides the Attorney General jurisdiction
over establishing guidelines over recordkeeping requirements for
local jurisdiction, and determining compliance with the law.
NOW, THEREFORE, BE ZT RESOL~IED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it extends its support for the passage of H. R. 1250,
which provides that registration and polling places for federal
elections be accessible to handicapped and elderly persons.

BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be
hereby instructed to send a copy of this resolution to Senators
Daniel K. Inouye and Spark Matsunaga; Congressmen Daniel K. Akaka
and Cec Heftel; Lt. Governor John Waihee; J. Stewart and J. Moffatt,
Coordinators- of the Big Island Center for Independent Living; and to
Helen Hemmes, County Affirmative Action Officer.
