This has resulted in an increase in the workload and administrative responsibilities of the Community Development Specialist I. Concurrent with the increase in program funding, there have been shifts in the direction and priorities of the CDBG program. This has increased the complexity of work and level of responsibility of the Community Development Specialist I. These changes include: HUD has recently shifted the project selection responsibilities from the Honolulu Area Office to the County. (Thus, the neighbor island counties no longer compete for funds..) This has required the development of a completely new project selection process in order to properly review, rank and select projects for funding. The Community Development Specialist I is responsible for the development and implementation of this process as well as for the evaluation and recommendation of projects for funding. o o ~~ HUD is encouraging an increased efficiency in the use of CDBG funds. This in turn has led the OHCD to shift from grants-in-aid to more complex funding arrangements. This includes leveraging, interest write-downs, or the recapturing of funds. The Community Development Specialist I is responsible for the overall administraton of these increasingly complex and sophisticated funding arrangements for the CDBG projects. There has been an increase in monitoring responsibilities of the Community Development Specialist I to ensure the efficient and proper use of the CDBG funds and to focus on eliminating potential non-compliance with regulations and abuse of funds. The changes in the CDBG regulations and HUD's focus on fraud, waste and mismanagement required the need for better control and monitoring of the CDBG programs and projects. d. In previous monitoring reports, HUD has recommended an up-grade of the Community Development Specialist I position in recognition of the increased responsibilities and workload. If reallocation, list only new duties. (Example: 1. Takes dictation 40%; 2. Keeps of ice accounts 30%, etc.): a. Develops internal controls for the CDBG program 15% compliance with the federal rules, regulations, and requirements such as benefit to low and moderate income persons, expenditures of CDBG funds for eligible activities, and program administration. The Community Development Specialist II also conducts the on-site monitoring of on-going CDBG projects and other Community Development programs or projects as required. Develops a review system to select possible 10% projects for the County's CDBG application and amend the system as necessary. Reviews, ranks, and rates project proposals for CDBG funding. Consults with HUD Officials and other Neighbor 10% Island County's CDBG staff to seek and implement methods to improve the County's CDBG program and to seek alternatives for the use of CDBG funds such as joint grant applications. 0 0 ~ ~` 3. The Accountant's duties and responsibilities have increased in relation to the increase in the amount of federal programs being administered by the OHCD. Along with this increase in the administrative workload there has been a corresponding increase in accounting and reporting complexity as the HUD program requirements change. These changes have resulted in the Accountant being required to provide more complex reports and financial statements. There has also been an increasing emphasis on project monitoring to ensure the efficient and proper use of HUD funds and to eliminate potential non-compliance with regulations and the abuse of funds. This has also contributed to the increase in auditing and reporting complexity required of the Accountant. In addition, with the reduction of HUD subsidies for the construction of rental housing, the OHCD has been forced to seek out new sources of funds and programs and to mix and match existing ones in new ways to provide resources for project development. This in turn has significantly increased the responsibility of the Accountant to keep track of funds from various sources as programs are increasingly used in combinations to provide project financing. O O Further, the Management Review Report completed by Deloitte, Haskins and Sells, as well as previous HUD monitoring reports of the OHCD have recommended an upgrade of this position to an SR-21. These recommendations were in recognition of the increased responsibilities of the Accountant and the need to retain qualified incumbents in order to avoid unnecessary turnovers as in the past. 2. Evaluates, recommends revisions to, and implements new 15% accounting concepts, internal controls, and procedures to improve the efficiency of the accounting system. b. These new requirements, along with the on-going housing planning responsibilities, have resulted in a significant increase in the planning workload for the Development Division. This represents a 13~ increase in workload while the Division's staff has remained the same. HUD recognizes this shortfall and recommends that additional staff be hired. (Please see Exhibit A-3) The Existing Housing Division is in the process of computerizing the Section 8 Rental Assistance program records. The proposed Clerk/Stenographer will provide much needed support during the transition from manual to electronic data processing by inputting information and processing reports. The proposed Clerk/Stenographer, rather than a Housing Aide, will also increase the long run flexibility and overall support for the clerical functions of the office. The Existing Housing Division also had an increase in the number of fraud cases and grievance hearings because of stricter verification procedures. This has resulted in a need for additional stenographic and dictation services. The current OHCD clerical staff is unable to meet this increase in workload. Further, the proposed Clerk/Stenographer will provide a back-up for the Private Secretary and the present Clerk/Stenographer when one or both are on leave. Q ~ 2.
