Resolution
WHEREAS, pursuant to County Charter Section 3-14 interim amendments
to the Salary Ordinance may be by resolution,;
NOW, THEREFORE, BE IT RESOLVED BY THE COi1NCIL OF THE COUNTY OF HAWAII
that the Salary Ordinance is hereby amended for the following department:
SECTION 8.14 (c), ENGINEERING DIVISION. DEPARTMENT OF WATER SUPPLY.
1. Delete one position of Mechanical Engineer IV SR-24.
SECTION 8.14 (d). OPERATIONS DIVISION. DEPARTMENT OF WATER SUPPLY.
1. Reallocate one position of Water Plant Electrician-Mechanic
Helper WB-5 to Water Plant Operator WB-9.
BE IT FURTHER RESOLVED that a copy of this resolution be transmitted
to the departments of Water Supply, Finance and Civil Service for their
information.

In the Puna, North and South Hilo districts, we need three (3) Water Plant
Operators who are on shift work where our water system sources, pumps and
chlorinators dre monitored and maintained 7 days a week. The employee in the
new position would substitute whenever any of the three (3) operators are off
during the weekday for sick leave, vacation or compensatory time, and performs
the duties of a Water Plant Operator.

Yes. The Water Commission approved this reallocation on November 22, 1983.

1. GIVE REASONS HOW NEW DUTIES AROSE (STATUTES ENACTED, ORDINANCES, NEWLY
AUTHORIZED PROGRAMS, BASIS FOR INCREASED WORKLOADS, ETC.):
To comply with the Safe Drinking Water Act of 1974 and carry out our
preventive maintenance program of our pumps, chlorinators and source, we
have three (3) Water Plant Operators from the Hilo Baseyard who are on
shift work where the water system from Puna, North and South Hilo are
checked 7 days a week. Operators who work on weekends or holidays are
off during the weekday to maintain 40 hours per week. We find the Water
Plant Electrician-Mechanic Helper, HC 2707, go on temporary assignment to
Water Plant Operator 82 percent of the year due to the following
substitution:
1. Vacation - 3 Operators X 21 days = 63 days
2. Sick Leave - 3 Operators X 10 days (average) = 30 days
3. Compensatory Time Off - 3 Operators X 2 days (average) = 6 days
4. Weekend Substitution - 52 weeks X 2 days = 104 days
AVERAGE TEMPORARY ASSIGNM ENT PER YEAR. .203 days
Total Working Days Per Year = 247 days
The remaining time of the Water Plant Operator shall be used to repair
minor mechanical problems, assist the Electrician-Mechanics, and other
related duties.

WATER PLANT ELECTRICIAN-MECHANIC HELPER
Duties Summary:
Assists in the performance of work connected with the installation,
maintenance, overhaul and repair of a variety of electrical and mechanical water
plant equipment and appurtenant fixtures; and performs other related duties as
required.
Distinguishing Characteristics:
This class differs from that of Water Plant Electrician-Mechanic in
that the Water Plant Electrician-Mechanic Helper works with and assists a journey-
man electrician-mechanic in performing electrical and mechanical work; whereas
the Water Plant Electrician-Mechanic independently performs skilled work in
connection with the installation ,'maintenance and repair of electrical and
mechanical water plant equipment and appurtenant fixtures.
Illustrative Examples of WorY.:
Assists in installing, maintaining, repairing and overhauling electrical
pumping plant, treatment plant, filter plant, chlorinator stations, and related
water systems equipment; performs service work on electrical and mechanical
equipment such as relays, contactors, float switches, motor controllers, chlori-
nator parts and solenoid valves; and inspects and tests plant electrical equip-
ment for open circuits,. short circuits and locates defects.; disassembles and
reconditions mechanical or electrical equipment; cleans and replaces parts;
fabricates various electrical parts by using materials of appropriate conducting,
resisting and insulating properties; overhauls and repairs electric motor-driven
air compressors and air or hydraulically actuated butterfly valves; repairs or
renews worn centrifugal pump bearings and shaft sleeves; cleans tools and equip-
ment; assists in repairing pipes, meters and 'hydrants; makes minor plant repair
and adjustment work; reads meter; performs general ground and building maintenance
work as required; performs other trade-related work as required.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to completion of the eighth grade and one year of
experience as an apprentice or helper under a journeyman electrician or lineman.
Knowledge of: elementary principles of electricity; tools, materials
and practices used in the operation, maintenance and repair of mechanically and
electrically operated pumps and other equipment; occupational hazards and safety
practices involved in working around electricity and moving machinery.
Ability to: use common electrical tools; do mechanical work connected
with the installation, repair and maintenance of electrical systems, and perform
manual labor; understand and follow oral and written instructions; follow safety
rules and procedures; work harmoniously with others; work under obnoxious
conditions.

Pfinimum Qualification Requirements
.Training and Experience: A combination of education and experience
substantially equivalent to completion of the 8th grade and 2 years of
electrical and mechanical experience, one of which shall have involved the
operation and maintenance of pumping plant, power plant, marine engine room
or related industrial-type equipment.
License Requirement: Possession of a valid Hawaii State driver's
license (Preferred Type 5).
Knowledge of: practices and procedures. used in the: operation of
water plant equipment and instruments; types and functions of machinery and
equipment used in a plant; principles and practices of elementary electricity
and hydraulics; occupational hazards and safety precautions applicable to the
work.
Ability to: operate electrical and/or mechanical pumping units,
-auxiliary equipment and distribution system equipment; read meters, charts,
and gauges, record readings and prepare and keep operational records; under-
stand and follow oral and written instructions; work with dexterity and safety.
