WHEREAS, in 1978 a cooperative agreement was entered into
between the U. S. Department of Energy and C. Brewer & Company,
Limited which fostered the creation of BioEnergy Development
Corporation for the purpose of determining the technical and
economic feasibility of raising eucalyptus as an alternate renewable
energy production source; and
WHEREAS, 1984 marks the fifth year of this project which
represents an investment of $2,259,046 from the Department of Energy
and additional contributions from C. Brewer in land, equipment,
managerial resources, road networks, nursery sites and use of power
generating plants approximating a total investment of $3,000,000; and
WHEREAS, there has been invaluable data compiled to date, yet
there remains more data from second and third generation crops yet
to be harvested which will be of benefit on that day in the future
when the preponderance of energy is generated from such sources; and
WHEREAS, there is no better place for this research to occur
than in Hawaii, and more particularly the Big Island, where land is
abundant and our dependence on foreign oil is critical; and
WHEREAS, the benefit of this knowledge will ultimately lead
Hawaii and the Nation in the direction of self-sufficiency in energy
conversion from renewable resources.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it supports BioEnergy Development Corporation's request
for renewal of this contract and commends them in their search to
gain expertise in the production of alternate renewable energy
sources and urges the Department of Energy to favorably consider
this request.

BE IT FURTHER RESOLVED that the Clerk is hereby instructed to
transmit copies of this resolution to the.Honorable Donald P. Hodel,
Secretary, U. S. Department of Energy; the Honorable Pat Collins,
Acting Assistant Secretary, U. S. Department of Energy; Dr. Beverly
Berger, Director, Biomass Energy Technology Division; Mrs. Sarah
Sprague, Program Manager, Short Rotation Woody Crops Program;
Dr. Robert I. Van Hook, Biomass Program Coordinator, Environmental
Sciences Division; Dr. Jack Ranney, Field Program Manager,
Environmental Sciences Division; the Honorable Senators Daniel K.
Inouye and Spark M. Matsunaga; the Honorable Congressmen Daniel K.
Akaka and Cec Hefted; Governor George R. Ariyoshi; Senate President
Richard Wong; House Speaker Henry Peters; Mr. Kent M. Keith,
Director of the Department of Economic Development and Dr. John W.
