WHEREAS, the recent firing of John Hankins, the administrator of
Hilo Hospital has created a serious public controversy that calls
fox a review of that decision; and
WHEREAS, this untimely dismissal comes at a critical period when
important preparations are being made in anticipation for the
imminent public workers' strike scheduled for February 22, 1984; and
WHEREAS, in an unprecedented reaction against this removal, the
staff of doctors and employees of Hilo Hospital immediately
organized a protest drive in which 7,000 signatures were secured
within a day's time in an impressive show of public sentiment; and
WHEREAS, this unanimity of public rage, disappointment and now
support for John Hankins is not surprising inasmuch as he was
specifically hired in June 1983 to remedy the administrative and
morale problems then besetting the hospital, and in a short period
of time he corrected these concerns to a point where he was recently
cited for the remarkable favorable turnabout he achieved.
WHEREAS, John Hankins is a nationally recognized consultant in
the field of hospital management and andministration, and he lived
up to his credentials by returning unity, pride and hope to the Hilo
Hospital.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it supports the call for an in depth investigation of
the State Department of Health's management of the Hilo Hospital by
the State Legislature, with the intent of resolving all concerns
prior to the opening of the new facility.

BE IT FURTHER RESOLVED that pending the completion of this
investigation, that John Hankins be reinstated as the Administrator
of Hilo Hospital.
BE ZT FURTHER RESOLVED that the Clerk of the County of Hawaii be
instructed to transmit .true copies of this resolution to Governor
George Ariyoshiy Health Director Charles Clark, Senator
Gerald Machida, Chairman of the Senate Health Committee,
Representative Byron Baker, Chairman of the House Health Committee,
Senators Dante Carpenter, Richard Henderson, and Malama Solomon,
Representatives Yoshito Takamine, Herbert Segawa, Richard Matsuura,
Andy Levin, and Virginia Isbell.
