6dHEREAS, Federal law requires that all baggage of airline
passengers enplaning in Hawaii to destinations within the
continental United States must undergo an agricultural pre-departure
inspection; and
WHEREAS, originally, these inspections were only conducted at
Honolulu International Airport, however, in the last six years have
been extended to include inspection stations at all airports for the
convenience of those passengers departing from the neighbor islands
with interline connections at Honolulu; and
WHEREAS, the terms of the agreement for these inter-island
pre-departure inspections called for matching funds by the
U. S. Department,of Agriculture and the State Departments of
Agriculture and Transportation and were proven to be effective in
eliminating delays and confusion in Honolulu; and
WHEREAS, notification from the USDA indicates an intent to
discontinue their participation in the inter-island segment of these
inspections effective April 1, 1984, due to budgetary constraints;
and
WHEREAS, this comes at a time when Hawaii County is realizing an
increase in visitor counts attributable to the combined promotional
campaign by the County and domestic carriers to encourage visitors
to neighbor island destinations.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it recognizes the vital role that the neighbor island
baggage inspection plays in fostering our tourism industry.
BE IT FURTHER RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII
that it strongly objects to the discontinuance of this service.

BE IT FURTHER RESOLVED that the Clerk is hereby instructed to
transmit copies of this Resolution to the Honorable Ronald W.
Reagan, President of the United States; the Honorable Daniel K.
Inouye and the Honorable Spark M. Matsunaga, United States Senators;
the Honorable Daniel K. Akaka and the Honorable Cec Heftel,
Congressmen; the Honorable John Block, Secretary of Agriculture; the
Honorable George R. Ariyoshi, Governor of the State of Hawaii, the
Honorable Richard S. H. Wong, President of the State Senate; the
Honorable Henry Haalilio Peters, Speaker of the House of
Representatives; and the State Directors of Agriculture and
Transportation.
