County of Hawaii - State of Hawaii
Resolution
WHEREAS, a large and increasing number of dogs and cats are
permitted to stray upon public streets and highways, other public
places, and other premises in the County of Hawaii, thereby creating
a public nuisance and hazards to motor vehicle traffic; and
WHEREAS, such stray dogs and cats are often killed on public
highways in the County of Hawaii, thereby creating health, traffic,
and safety hazards and resulting in the expenditure of time and
expense of removing such animals from the road; and
WHEREAS, the large number of stray and unsterilized dogs and
cats is a major contributing factor to the increasing number of
unwanted and uncared for dogs and cats in the County of Hawaii; and
WHEREAS, the Chief of Police and special officers deputized by
the Chief of Police are authorized to enforce the provisions of
Chapter 4, Hawaii County Code 1983 and the Hawaii Revised Statutes,
which provisions prohibit owners of dogs and cats from permitting
such animals to stray; and
WHEREAS, the Hawaii Island Humane Society and the West Hawaii
Humane Society are authorized to seize and impound stray dogs and
cats pursuant to the provisions of Chapter 4, Hawaii County Code
1983.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Chief of Police of the County of Hawaii, the Hawaii
Island Humane Society, and the West Hawaii Humane Society are
requested to increase the time and attention they devote to the
enforcement of laws prohibiting stray dogs and cats and, if
necessary, to consult with each other to increase the efficiency of
their efforts such that the number of stray dogs and cats in the
County of Hawaii are eliminated or substantially decreased.
BE IT FURTHER RESOLVED that copies of this resolution be sent to
Mayor Herbert Matayoshi; Police Chief Guy Paul; Maile Taite,
Director of the Hawaii Island Humane Society, and Ginger Towle,
President, West Hawaii Humane Society.
