AH SING From Mayor Stephen K. Yamashiro, dated August 28, 1998, submitting for confirmation, the nomination of Derrick S. Ah Sing ofPahoa to the Hawaii County Veterans Advisory Committee. Mr. Ah Sing is a disabled veteran and was retired from the U. S. Navy, and is being recommended by and will be representing the local chapter of the Disabled American Veterans (DAV) to serve the unexpired term of Mr. Toribio Francisco of Hamakua who has resigned, ending on December 31, 2000. Comm. 974: APPOINTMENT TO THE HAWAB COUNTY TRANSPORTATION COMMISSION- SOPHIE T. KELLER From Mayor Stephen K. Yamashiro, dated September 2, 1998, submitting for confirmation, the nomination of Sophie T. Keller of Council District 5 to the Hawaii County Transportation Commission. Ms. Keller, a 5-year resident and a registered nurse, has been working as a private practitioner in acupuncture since 1994. She is also a foster parent under the auspices of the Child Protective Services, and is a volunteer with several community groups working with the elderly and the disabled. She is not a member of any political party. Ms. Keller will represent Council District 5, filling the vacancy created by the resignation of l.ee Robbins, and will serve the unexpired term ending on December 31, 1999. UNFINISHED BUSINESS Comm. 814: ORDINANCE AMENDING CHAPTER 21 OF THE HAWAII (Bill 228) COUNTY CODE 1983 (1995 EDITION), AS AMENDED, RELA'HNG TO SEWERS (AMENDING SECTION 21-5. CONNECTION TO SEWER REQUIRED.; SECTION 21-28. PAYMENT OF COSTS; CONSTRUCTION BY THE APPLICANT OR BY THE COUNTY. AND DELETING SECTION 21-. APPROVAL OF EXTENSIONS OF THE PUBLIC SEWER SYSTEM.) From Chief Engineer Donna Fay K. Kiyosaki, dated April 21, 1998, transmitting a bill to delete the provision that allows exceptions to connection requirements for lots accessible to a sewer which was paid for by a private developer, and limits the reimbursement to private developers of sewer extensions to one half of the cost of installation and eliminates the requirement that all sewer extensions be approved by resolution of the County Council. The purpose for amending the Code is to bring our County Code into closer compliance with State regulations and to streamline the sewer extension process. Comm. 814.01: From Chief Engineer Donna Fay K. Kiyosaki, dated June 10, 1998, (Bill 228) in response to comments made at the June 2, 1998 PW&PC (Draft 2) meeting, transmits Bill 228, Draft 2. Informs this amendment would delete all exceptions to connection requirements for lots accessible to a sewer and will also eliminate the option for private developers to pay the full cost of having the County construct sewer extensions. States this provision was very unlikely to ever be used since the cost and time constraints for having the County perform the work would be prohibitive to a developer. PWPC-40 Page 3 September 15, 1998 Comm. 95L REQUEST FOR A SF,WER L[NE EXEMPTION RESIDENTIAL HOME AT TMK: 2-2-35:12 - From Anita Basque, a widow, and her son and caregiver, Joseph A. Basque, dated July 29, 1998. She is the above TMK property owner who lives on her $702 monthly social security income. States if the County Council repeals the sewer line exemption, she will suffer serious consequences as she is unable to finance the hook up. Further, an additional financial burden is the County's notice to begin assessing her a sewer fee of $25 per month, beginning September, 1998.
