Resolution
WHEREAS, pursuant to County Charter Section, 3-14 interim amendments
to the Salary Ordinance may be by resolution;
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that the Salary Ordinance is hereby amended for the following
department:
SECTION 8.01 (a). OFFICE OF THE COUNTY COUNCIL
1. Reallocate one position of Senior Election Clerk-Stenographer
SR-12 to Senior Election Clerk SR-12. ,
BE IT FURTHER RESOLVED that a copy of this resolution be tXansmitted
to the departments of County Clerk, Finance and Civil Service for their
information.

Duties Summary:
Supervises and participates in clerical work connected with the
registration of voters and preparation for elections; and performs other
related duties as required.
P,i^tinguishing Characteristics:
This class differs from other clerical classes by its responsibility
for supervising and performing specialized clerical functions requiring the
interpretatior, and application of election laws, rules and regulations.

Commission, hoard of Registration and nomination papers; maintains all
accounting records and petitions for Elections Divtsinn; determines the voting,
eligibility of applicants by reviewing qualifications and referring to
statutory requirements; prepares Snitial reports on appeals of dented
spplications; registers voters and administers oaths; compile>, prepares,
proofr?ads and corrects list of registered electors; maintains a list of all
street names within the County of Hawaii; prepares the district, precinct and
street directory; compliles registration and voting statistics; formulates
information and education programs to promote registration and election
procedures; maintains files relative to registration and elections; compiles
information pertinent to redistricting; prepares correspondence relating to
inquiries on registration and elections; makes recommendations and
participates in conferences relating to program procedures; ma_y operate a
motor vehicle.
h!inimum Qualification Requirements:
Training and Experience: A combination oP education and experience
substantially equivalent to graduation from hiF,h school and 4 years of
clerical experience, one of which shall have been in an elections program.

License Requirement: Possession of a Hawaii State driver's license
(type 3).
Knowledge of: principles and practices of supervision; election
laws, rules, regulations and ordinances; office practices and procedures;
filing systems; uses of various standard office machines.
Ability to: plan, assign and supervise the work of others;
understand and interpret laws, ordinances, rules and regulations; make sound
decisions based on faots;~compare names and numbers acourately; give and
follow oral and written instructions; deal tactfully and effectively with the
public; work harmoniously with others.
Physical Requirement:
Persona seeking appointment to positions in this class must meet the
health and physical condition standards deemed necessary and proper for
performance of the duties.

The position of Sr. Election Clerk-Stenographer was established in October 1973,
Resolution No. 135.• At tha)'time, election work w.as not automated as it is today and
the Election Division was basically a two person operations with the Sr. Election
Clerk Stenographer assigned to do a range of manual and clerical work. With the
expansion of the staff and implementation of electronic data processing system, a
re-evaluation of job requirement is appropriate at this time.

No. This is a reclassification request believed to be timely as the incumbent
will be retiring as of 12/31/83, and this more appropriate reclassification would
start the new hire with a realistic job requirement and at the same time align
.our table of organization similar to our sister counties.

This class differs from other clerical and stenographic classes by its
responsibility for supervising and performing specialized clerical functions and
for providing stenographic services requiring the interpretation and application
of election laws, rules and regulations.

tion of voters and preparation of elections; arranges and schedules work of a large
number of temporary and volunteer election clerks; supervises, instructs and/or
trains such personnel in the processing of absentee ballots, voter registration
affidavits, processing of source documents for data processing, tabulation of the
results of votes cast, etc.; determines the voting eligibility of applicants by
reviewing qualifications and referring to,,statutory requirements; prepares initial
reports on appeals of denied applications;; registers voters and administers oaths;
compiles, prepares, proofreads and corrects list of registered electors; maintains
a list of all street names within the County of Hawaii; prepares the district,
precinct and street directory; compiles registration and voting statistics; formu-
lates information and education programs to promote registration and election pro-
cedures; maintains files relative to registration and elections; compiles information
pertinent to redistricting; prepares correspondence relating to inquiries on regis-
tration and elections; makes recommendations and participates in conferences relating
to program procedures; performs stenographic services to division chief and other
-superiors, and to the Election Board of Registration; searches files and assembles
background materials and information for Board's actions; records minutes and follows
up on Board's actions; takes and transcribes dictation of letters, memorandums and
Deports; reviews all incoming correspondence and independently anarrers routlne
correspondence; keeps records of division's expenditures; prepares periodic activity
reports as required.
Minimum Qualification Requirements:
Training and Experience: A combination of education and experience
substantially equivalent to graduation from high school and 3 years of clerical
Bind stenographic experience, one of which shall have been in an elections program.
Knowl a of: office practices and procedures; principles and practices
of supervision; elec ion law's, rules, regulations and ordinances; office practices and
procedures; filing methods and systems; grammar, spelling and word usage; uses of
various standard office machines.
