County of Hawaii - State of Hawaii
Resolution
WHEREAS, President Ronald Reagan has recently embarked on a
campaign to allow "voluntary vocal prayer" in public schools; and
WHEREAS, although a 1962 Supreme Court decision outlawed
state-sponsored prayer in schools, there are presently three
versions of a Constitutional amendment before Congress to permit
prayer in public schools; and
WHEREAS, prayer can be defined as the act of addressing a divine
being with adoration, confession, supplication, or thanksgiving; and
WHEREAS, the regular meeting protocol of the Hawaii County
Council and other government related ceremonies include ari
invocation delivered by various religious sects for divine blessing
and guidance; and
WHEREAS the youth of today face many societal pressures and the
practice of prayer may serve to enrich their outlook on life and
help to relieve the stress that they may experience.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAII that it is in favor of voluntary prayer in schools and
encourages Congress to pass a Constitutional amendment to enact this
measure.
BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii be
directed to transmit copies of this resolution to the
Honorable Ronald Reagan, President of the United States, the
Honorable Spark Matsunaga and the Honorable Daniel K. Inouye, United
States Senators, and the Honorable Cec Heftel and the Honorable
Daniel Akaka, United States Representatives.
