Enclosed is the Police Department's notification of grant award form to the Council, pertaining to the JAG. Normally, the notification of grant award to the Council is not placed onto the Finance Committee meeting agenda. However, the Police Department is requesting that this report be placed onto the agenda so that it can satisfy a grant requirement that a public hearing is held on the proposed use(s) of the grant funds. These funds will be used to assist with the department's training equipment needs and to properly equip the department's evidence warehouse. At the next Finance Committee meeting, the Police Department will be glad to answer any questions the public or the Council members may have regarding this grant. REQUEST: To satisfy one of the requirements of the U.S. Department of Justice, Office of Justice Programs, a public hearing must be held on the porposed uses of the grant funds. In order to meet this requirement we are requesting that the notification of the grant award be placed on the Council Agenda. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The approved FY 2009-10 Operating Budget contains a Justice Assistance Grant (JAG) from the U.S. Department of Justice Office of Justice Programs which had been budgeted by the Hawaii County Police Department. These funds will be used to assist with the department's training equipment needs and to properly equip the department's evidence warehouse. Funds will be used to purchase additional shelving to place above the existing shelves to maximize the space, purchase a forklift to reach this higher shelving and install an alarm system to secure the evidence in the warehouse. Funds will be used to purchase training mats to conduct various training classes to recruit and refresher courses for sworn personnel. Our current shelving is eight feet in height which does not maximize the space of our existing warehouse, being that the height is well over twenty feet high in some areas. Previously, many items of evidence was placed on the floor of the evidence warehouse and the 10,000 square foot area was quickly used up and therefore the warehouse was filled to maximum capacity because we lacked a proper shelving system. All of these shelves had only three levels per unit, thus not maximizing its space, which led to a lot of wasted space. Therefore, we decided that to maximize the space we must utilize the height in the warehouse with the use of high pallet rack type shelving which would require the use of a high-lift/ (forklift). It was also determined that to maximize the different areas, different types of shelving would be needed, such as media shelving for compact discs and DVDs which has six shelves per shelving unit, gun racks and high density mobile files for paper documents and other file able types of evidence. With this advanced shelving system, evidence could be cataloged, stored and retrieved quicker, thereby creating a more efficient, systematic and orderly process that would mitigate misplacement of evidence and maximize the existing available storage space. The existing warehouse's alarm system needs to be replaced to properly secure the entire warehouse. Funds are not available within the County budget for this project. The project includes the purchase of an advanced shelving system, a forklift, and an alarm system. Preliminary research and consultation have occurred and the project is ready to proceed with expected completion within 6 months of award. Timeline is as follows: 1) Request for proposal development I" quarter of award 2) Procurement and award 1" quarter of award 3) Installation 2nd quarter of award Given the state of the economy, this project would not be possible without the support of these funds. Not only, does this improve efficiency in government, it maximizes the impact of these funds to significantly benefit each of the more than 432 sworn Officers of the Hawai'i Police Department and the Office of the Prosecuting Attorney along with the countless victims the represent by preserving the integrity of evidence to support prosecution of defendants. The economic benefit extends beyond the Police Department by boosting in a small way, purchases of commodities and services from our local community. TRAINING MATS The Hawai'i Police Department on average conducts training for two (2) Recruit Classes per year. In addition to the Recruit classes, the Department continues its Police Cadet Program in three phases and re-training for our 432 sworn officers. Our full time training staff and instructors are tasked with ensuring our officers are properly trained in various areas of Law Enforcement, This includes Arrest Control Techniques, Wooden Baton, Electronic Control Device, Firearms Instructors, OC Spray, and ASP Baton. The latter requires the use of training mats to prevent injuries to our officers and provide adequate shock absorption during physical training. This project includes the purchase of 30 5' x 10' training mats at $400.00 a piece, having an estimated cost of $12,000.00. The proposal was provided to the Police Chief for review and approval was granted on June 29, 2009. The proposal was presented to the Hawaii County Council Committee on Finance at their 08/18/09 mtg . As required by the County Charter, the meeting agenda was posted for public notice one week prior to the meeting. The public was provided an opportunity to comment on agenda items at the meeting.
